Efektivitas dan dampak Program KUR dari Bank Sumut Cabang Tebing Tinggi Terhadap Pendapatan UMKM

Abstract

This research was conducted on Micro, Small and Medium Enterprises (MSMEs) who participated in the People's Business Credit (PBC) program at PT. North Sumatra Bank, Tebing Tinggi Branch. The number of samples taken as many as 35 MSMEs in a period of four years (2014-2017), using saturated sampling techniques, which means is the technique of determining the sample if all members of the population are used as samples. This is often done when the population is relatively small, or research that wants to make generalizations with very small errors or commonly called censuses where all members of the population are sampled. The data collection is done by means of observation, interviews and questionnaires. The data analysis technique used was descriptive analysis, effectiveness analysis and non-parametric analysis using the Mc Nemar test. This hypotheses use H0: The program of PBC run effectively at income of MSMEs and H1: The program of PBC have impacted positively at income of MSMEs. Based on the results of the data analysis, it was found that the effectiveness level of the PBC program on MSMEs was quite effective with an effectiveness level of 79.42 percent and the PBC program had a positive and significant impact on the increase in the income of MSMEs in Tebing Tinggi. This means that the PBC program implemented within a period of four years (2014-2017) runs quite effectively and has a positive impact and is able to increase the income of MSMEs.

Penelitian ini dilakukan pada Usaha Mikro Kecil Menengah (UMKM) yang mengikuti program Kredit Usaha Rakyat (KUR) pada PT. Bank Sumut Cabang Tebing Tinggi. Jumlah sampel yang diambil sebanyak 35 pelaku UMKM dalam kurun waktu empat tahun (2014-2017), dengan menggunakan teknik sampling jenuh, yang artinya adalah teknik penentuan sampel bila semua anggota populasi digunakan sebagai sampel. Hal ini sering dilakukan apabila jumlah populasi relatif kecil, atau penelitian yang ingin membuat generalisasi dengan kesalahan yang sangat kecil atau biasa disebut dengan sensus dimana semua anggota populasi dijadikan sampel. Pengumpulan data dilakukan dengan cara observasi, wawancara dan kueisoner. Teknik analisis data yang digunakan adalah analisis deskriptif, analisis efektivitas dan analisis non parametrik dengan menggunakan uji Mc Nemar. Hipotesis yang digunakan antara lain H0: Program KUR berjalan efektif terhadap pendapatan UMKM dan H1: Program KUR berdampak positif KUR terhadap pendapatan UMKM. Berdasarkan hasil analisis data yang dilakukan ditemukan bahwa tingkat efektivitas program KUR pada UMKM adalah cukup efektif dengan tingkat efektivitas sebesar 79,42 persen. Program KUR berdampak positif dan signifikan terhadap peningkatan pendapatan UMKM di Kota Tebing Tinggi. Artinya program KUR yang dilaksanakan dalam kurun waktu empat tahun (2014-2017) berjalan cukup efektif serta berdampak positif dan mampu meningkatkan pendapatan UMKM.
