    Patron Klien Petani Karet dengan Toke (Studi Kasus di Desa Gunung Baringin Kecamatan Angkola Selatan Kabupaten Tapanuli Selatan)

    Abstract
    The Patron-Client relationship is generally seen as an exploitative relationship, where there is a situation of dependency between the client and the patron so that it will have implications for the appearance of conflict. The study entitled "Patron Client of Rubber Farmers with Toke in Gunung Baringin Village, Angkola Selatan District, South Tapanuli Regency" has the problem formulation of how to model a patron-client relationship between rubber farmers and toke, what are the disadvantages of the client patron model to rubber farmers, and why is the patron relationship -The client still survives in the village of Gunung Baringin. The purpose of this research is to know how to model the relationship between the client-patron of farmers of rubber with toke in the Gunung Baringin village, to find out what harm the patron-client model for rubber farmers and to know Why is the patron-client relationship between rubber farmers with toke remained in the Gunung Baringin village. This research was carried out in the village of Gunung Baringin, South Angkola district, South Tapanuli regency using the case study method. Informant consists of 6 rubber farmers, 3 small toke in the Gunung Baringin village, and one big toke. Descriptive data analysis is presented in qualitative analysis. Research results are found in the field that became the supporter of the formation of relationships between the rubber farmers clients patrons with toke in the Gunung Baringin village is the reliance market, consumption, reliability, and network. Research findings show that the model of the relationship between the client-patron of farmers of rubber with toke is the relationship of reciprocity, the relationship of loyalty, and personnel relations. All informants rubber farmers say they have a debt to toke, toke so SAP will continue to get the supply of rubber from farmers. The granting of debt is one of the constituents of the patron-client relationship between rubber farmers with toke in the Gunung Baringin village. Because the toke (patrons) will ensure the security of subsistence farmers of rubber (client) another supporting factor is because of family relationships, administering capital by patrons, as well as the granting of Alimony the feasts (THR). Disadvantages of the client-patron relationship model for farmers are cutting the debts of undertaken by toke at a time when farmers sell gum. In the rainy season the farmers will suffer losses due to depreciation deductions plus weight the scales performed by toke. there is an abuse of the role of patrons against clients regarding patron political participation in getting votes.
     
    Hubungun Patron-Klien umumnya dipandang sebagai hubungan yang bersifat eksploitatif, dimana terdapat situasi ketergantungan antara klien dan patron sehingga akan berimplikasi terhadap munculnya konflik. Penelitian dengan judul “Patron Klien Petani Karet dengan Toke di Desa Gunung Baringin Kecamatan Angkola Selatan Kabupaten Tapanuli Selatan” memiliki rumusan masalah bagaimana model hubungan patron-klien antara petani karet dengan toke getah, apa kerugian model patron klien tersebut terhadap petani karet, dan mengapa hubungan patron-klien tersebut tetap bertahan di Desa Gunung Baringin. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana model hubungan patron-client antara petani karet dengan toke di Desa Gunung Baringin, untuk mengetahui apa kerugian model patron-klien tersebut bagi petani karet dan untuk mengetahui mengapa hubungan patron-client antara petani karet dengan toke tetap bertahan di Desa Gunung Baringin. Penelitian ini dilaksanakan di Desa Gunung Baringin Kecamatan Angkola Selatan Kabupaten Tapanuli Selatan dengan menggunakan metode studi kasus. Informan terdiri dari enam petani karet, tiga toke kecil yang terdapat di Desa Gunung Baringin dan satu toke besar. Analisis data adalah deskriptif yang disajikan dalam analisis kualitatif. Hasil penelitian yang ditemukan di lapangan bahwa yang menjadi pendukung terbentuknya hubungan patron klien antara petani karet dengan toke di Desa Gunung Baringin adalah ketergantungan pasar, konsumsi, kepercayaan dan jaringan. Temuan penelitian menunjukkan bahwa model hubungan patron-client antara petani karet dengan toke adalah hubungan resiprositas, hubungan loyalitas dan hubungan personalia. Semua informan petani karet mengatakan bahwa mereka memiliki hutang kepada toke getah, sehingga toke akan terus mendapatkan pemasokan karet dari petani. Pemberian hutang merupakan salah satu faktor pendukung bertahannya hubungan patron-client antara petani karet dengan toke di Desa Gunung Baringin. Karena toke (patron) akan menjamin keamanan subsistensi petani karet (client) Faktor pendukung lainnya adalah karena adanya hubungan keluarga,pemberian modal oleh patron, serta pemberian Tunjangan Hari Raya (THR). Kerugian dari model hubungan patron-client ini bagi petani adalah pemotongan hutang yang dilakukan oleh toke pada saat petani menjual getah. Pada musim penghujan petani akan mengalami kerugian karena penyusutan berat ditambah pemotongan timbangan yang dilakukan oleh toke.
