Efektivitas Penerimaan Retribusi Daerah dan Kontribusinya Terhadap Pendapatan Asli Daerah Kota Medan

Abstract

Penelitian ini bertujuan untuk mengetahui seberapa besar Tingkat Pertumbuhan Retribusi Daerah Kota Medan, Tingkat Efektivitas Penerimaan Retribusi Daerah Kota Medan, dan Tingkat Kontribusi Retribusi Daerah Terhdap Pendapatan Asli Daerah Kota Medan. Penelitian ini menggunakan metode perhitungan dengan menggunakan rumus pertumbuhan, efektivitas, dan kontribusi. Dengan olahan data mengggunakan software Microsoft Excel 2010. Hasil penelitian ini menunjukkan Pertumbuhan Retribusi Daerah Kota Medan kurang berhasil dalam meningkatkan PAD Kota Medan karena masih dibawah kriteria laju pertumbuhan. Rata-rata laju pertumbuhan retribusi daerah selama kurun waktu 2004-2018 adalah sebesar 9,33%. Efektivitas Retribusi Daerah kurang efektif untuk meningkatkan Pendapatan Asli Daerah. Rata-rata efektivitas retribusi daerah Kota Medan dalam kurun waktu 2004-2018 adalah sebesar 75,39% dengan kriteria kurang efektif. Kontribusi Retribusi Daerah Terhadap Pendapatan Asli Daerah Kota Medan dinilai cukup berkontribusi. Rata-rata kontribusi Retribusi Daerah Terhadap Pendapatan Asli Daerah Kota Medan dalam kurun waktu 2004-2018 adalah sebesar 27,13% dengan kriteria cukup berkontribusi.

This study aims to determine how much the growth rate of regional levies in the city of Medan, the level of effectiveness of regional levies in Medan, and the level of regional levies contribution to the local revenue of the city of Medan. This study uses a calculation method using the formula for growth, effectiveness, and contribution. With processed data using Microsoft Excel 2010 software. The results of this study indicate that the growth of the Medan City Retribution is not successful in increasing the PAD of Medan City because it is still below the growth rate criteria. The average growth rate of local user fees during the period 2004-2018 is 9.33%. The effectiveness of regional levies is less effective in increasing local revenue. The average effectiveness of the regional levies of Medan City in the period 2004-2018 is 75.39% with the criteria being less effective. The contribution of the regional levies to the local revenue of the city of Medan is considered to be quite a contribution. The average contribution of the Regional Levies to the Original Regional Income of Medan City in the period 2004-2018 is 27.13% with the criteria that it is sufficient to contribute.
