Implementasi Program Asistensi Sosial Lanjut Usia Terlantar (ASLUT) di Kelurahan Kwala Bekala, Kecamatan Medan Johor, Kota Medan

Abstract

Successful of development in education and health benefits is very severe to the problems that arise, this is not only the quantity of the number of elderly increases, also because the lack of elderly need to be considered and protected. Conditions that occur when neglect becomes one of the important things that must be addressed. To overcome this problem, the Ministry of Social Affairs of the Republic of Indonesia established a program to assist the neglected elderly in fulfilling the needs of living through the Abandoned Social Assistance (ASLUT) program. The research was conducted at KwalaBekala, Medan Johor District, Medan City. Key informants in this study were the North Sumatra Social Service officers who worked in the field of social rehabilitation. The main informant in this research is an assistant program of ASLUT, and two elderly people who get assistance program ASLUT. Additional informants in this study is an environmental leader and a neighbor who needs assistance ASLUT program. Data technique with literature study, observation, and interview. The data obtained in the field then analyzed by researchers who described with a qualitative approach. The end result can be drawn from the results of these studies. The results showed that ASLUT program implementation was started from data collection, program aid, and program evaluation. Implementation of ASLUT program conducted by communication, resources, disposition, and bureaucratic structure. And based on the results of research conducted, researchers provide suggestions for ASLUT program counterparts more often. The ASLUT program, in order for the target group to understand the program, additional resources are needed for the program beneficiaries to meet their daily needs with the help. the process of determining the recipients of the program by submitting the authority to the Social Service so that it can assist ASLUT in accordance with the most important needs.

Berhasilnya pembangunan di bidang pendidikan dan kesehatan menyebabkan meningkatnya usia harapan hidup yang mana hal tersebut sangat berpengaruh terhadap permasalahan yang timbul, hal ini tidak hanya secara kuantitas jumlah lanjut usia bertambah, tetapi juga karena kerentanannya lah lanjut usia perlu diperhatikan dan dilindungi. Kondisi yang terjadi saat ini ketelantaran menjadi salah satu hal penting yang harus segera diatasi. Untuk mengatasi masalah tersebut, Kementerian Sosial Republik Indonesia membuat program untuk membantu lansia terlantar tersebut dalam memenuhi kebutuhan hidupnya melalui program Asistensi Sosial Lanjut Usia Terlantar (ASLUT). Penelitian dilakukan di Kelurahan Kwala Bekala, Kecamatan Medan Johor, Kota Medan. Informan kunci dalam penelitian ini ialah petugas Dinas Sosial Provinsi Sumatera Utara yang bekerja pada bidang rehabilitasi sosial. Informan utama dalam penelitian ini ialah seorang pendamping program ASLUT, dan dua orang lansia yang mendapat bantuan program ASLUT. Informan tambahan dalam penelitian ini yaitu seorang kepala lingkungan dan seorang tetangga lansia yang mendapatkan bantuan program ASLUT. Teknik pengumpulan data dengan studi pustaka, observasi, dan wawancara. Data yang didapat di lapangan kemudian dianalisis oleh peneliti yang dideskripsikan dengan pendekatan kualitatif. Hingga akhirnya dapat ditarik kesimpulan dari hasil penelitian tersebut. Hasil penelitian menunjukkan bahwa implementasi program ASLUT dilakukan mulai data pendataan, pemberian bantuan program, dan evaluasi program. Implementasi program ASLUT yang dilakukan dipengaruhi oleh komunikasi, sumber daya, disposisi, dan struktur birokrasi. Dan berdasarkan hasil penelitian yang dilakukan, peneliti memberikan saran agar pendamping program ASLUT lebih sering menyampaikan tujuan program ASLUT, agar kelompok sasar memahami tujuan program tersebut, kemudian diperlukan tambahan sumber daya agar penerima bantuan program mampu memenuhi kebutuhan sehari-harinya dengan adanya bantuan tersebut, mengubah proses penentuan penerima program dengan cara menyerahkan wewenang kepada Dinas Sosial setempat agar yang memperoleh bantuan ASLUT sesuai dengan kebutuhan yang paling mendesak.
