Penyelenggaraan pelayanan publik disetiap level pemerintahan Indonesia
masih menjadi lahan subur bagi tumbuhnya praktek–praktek KKN (Korupsi,
Kolusi dan Nepotisme) maupun maladministrasi. Hal ini menjadi pemicu
dibentuknya Ombudsman sebagai lembaga penunjang/State Auxiliary Organ
dalam pengawasan pelayanan publik. Pendidikan menjadi salah satu objek
pengawasan yang memiliki urgensi tersendiri untuk diberi perhatian karena
menyangkut pengembangan Sumber Daya Manusia (SDM). Untuk
mengoptimalkan pengawasan terhadap pelayanan pendidikan di seluruh wilayah
Sumatera Utara, maka diperlukan koordinasi antara Ombudsman Sumatera Utara
dengan penyelenggara layanan, aktor-aktor yang mempunyai perhatian terhadap
isu-isu pendidikan, maupun dengan masyarakat.
Penelitian ini bertujuan untuk mengetahui koordinasi Ombudsman RI
Sumatera Utara dalam pengawasan pelayanan pendidikan di Sumatera Utara.
Penulis menggunakan metode penelitian deskriptif dengan pendekatan kualitatif
melalui observasi, dokumentasi lapangan serta wawancara dengan beberapa
informan penelitian; diantaranya Kepala Perwakilan Ombudsman RI Sumatera
Utara, Asisten Ombudsman RI Sumatera Utara, Kepala Dinas Pendidikan
Sumatera Utara, Kasubbag Dinas Pendidikan Sumatera Utara, Jejaring/Kedan
Ombudsman (FITRA Sumut, Mahasiswa), dan masyarakat.
Hasil penelitian ini menunjukkan bahwa koordinasi Ombudsman Sumatera
Utara sebagai State Auxiliary Organ dalam pengawasan pelayanan pendidikan di
Sumatera Utara belum berjalan dengan efektif. Berdasarkan data di lapangan,
sosialisasi oleh Ombudsman Sumatera Utara masih sangat terbatas dikarenakan
anggaran dan Sumber Daya Manusia yang dimiliki oleh Ombudsman Sumatera
Utara juga terbatas, sehingga belum semua masyarakat menyadari keberadaan
Ombudsman. Selain itu komitmen penegakan prinsip Good Governance di
kalangan penyelenggara pelayanan pendidikan masih rendah sehingga selalu ada
pelanggaran berulang yang dilakukan ketika Ombudsman tidak melakukan
pemantauan/investigasi lapangan. Ketidaksamaan dalam pemahaman mengenai
pengawasan pelayanan publik juga menjadi pemicu koordinasi pengawasan belum
berjalan maksimal. The implementation of public services in every level of Indonesian
government is still a fertile land for the growth practices of KKN (corruption,
collusion and nepotism) and maladministration. This has been the trigger of the
establishment of the Ombudsman as supporting institution/Auxiliary State of
Organ in public service supervision. Education is one of the surveillance objects
that have their own urgency to be given attention because it concerns the
development of human Resources (SDM). To optimize the supervision of
education services in all areas of North Sumatera, then the coordination of North
Sumatera Ombudsman is required by the service provider, actors who have
attention to the issues of education, and community.
This research aims to determine the coordination of the Ombudsman RI
North Sumatera in the supervision of education services in North Sumatera. The
author uses a descriptive research method with a qualitative approach through
observation, field documentation as well as interviews with several research
informant; Among them, the head of the Ombudsman representative of North
Sumatera, the assistant Ombudsman of North Sumatera, head of North Sumatera
Education Office, Kasubbag of North Sumatera Education Office, Network/Kedan
Ombudsman (FITRA Sumut, students), and the community.
The results of this study showed that the coordination of Ombudsman North
Sumatera as State Auxiliary Organ in the supervision of education services in
North Sumatera has not run effectively. Based on the field data, the socialization
by the Ombudsman of North Sumatera is still very limited because the budget and
human resources owned by the North Sumatran Ombudsman is also limited, so
that not all communities are aware of the existence of Ombudsman. In addition,
the commitment to enforcement of Good Governance principles among education
service providers is still low so there is always repeated violations that are done
when the Ombudsman does not conduct monitoring/investigation of the field. The
inequality in understanding the supervision of public service is also a trigger for
supervision coordination has not yet walked.
