Perancangan Sistem Pendistribusian Air Bersih di PDAM Tirtanadi

Abstract

Potable water is a limited number of resources so that the use of potable water should be closely correlated with the saving energy principle. In distributing the potable water, PDAM Tirtanadi (Potable Water Regional Company) as an authorized institution which gives potable water service in urban areas usually faces complex problems. PDAM Tirtanadi has to pay attention to the increasing demand of the people who have not yet obtained the access of potable water. The inability of PDAM in meeting the need of potable water in Medan is also influenced by people’s behavior. PDAM Tirtanadi conducted the increasing capacity of Sunggal IPA (up rating) production in 2011 to the amount of 500 liters/second, from 4780 liters/second to 5280 liters/second. This increase had significant impact on the need of water by the assumption that the service level would reach about 94%. The need for water is continuously increasing from time to time so that the capacity available cannot meet the need for water in a few years ahead. Therefore, one step which can be taken is to increase the capacity to the amount of 200 to 300 liters/second for the periods of two to three years, and, if it is possible, PDAM Tirtanadi should avoid the loss of water when it is distributed. In order that the water distribution of PDAM Tirtanadi can run smoothly, it is recommended that it should make the program of reducing the loss of water, the program of the continuity of water, the program of the reliability of potable water distribution, and the program of increasing the capacity of production.

Air bersih adalah sumber daya yang jumlahnya terbatas, sehingga penggunaan air bersih harus memperhatikan prinsip hemat. Dalam mendistribusikan air, Perusahaan Daerah Air Minum (PDAM) Tirtanadi sebagai lembaga resmi yang memberikan pelayanan air bersih perkotaan dihadapkan kepada persoalan yang kompleks. PDAM Tirtanadi harus memperhatikan permintaan yang terus bertambah dari masyarakat yang belum mendapat akses air bersih. Ketidakmampuan PDAM Tirtanadi memenuhi kebutuhan air bersih dikota Medan juga dipengaruhi oleh perilaku masyarakat. PDAM Tirtanadi pada tahun 2011 melakukan peningkatan kapasitas produksi IPA Sunggal (up-rating) sebesar 500 lt/dt dari 4780 liter/sekon menjadi 5280 liter/sekon. Peningkatan ini memberi dampak yang cukup besar bagi terpenuhinya kebutuhan air dengan memperkirakan tingkat pelayanan sebesar kurang lebih 94 %. Kebutuhan air yang meningkat terus menerus dari waktu ke waktu sehingga dengan kapasitas yang tersedia sekarang tidak dapat memenuhi kebutuhan air untuk beberapa tahun kedepan. Maka suatu langkah yang dapat diambil adalah melakukan peningkatan kapasitas sebesar 200 – 300 liter/sekon setiap jangka waktu 2 sampai 3 tahun sekali dan sebisa mungkin mengurangi kehilangan air sewaktu didistribusikan. Dalam mendukung kelancaran distribusi air PDAM Tirtanadi dilakukan perancangan penurunan kehilangan air, perancangan kontinuitas air, perancangan kehandalan sistem penyediaan air bersih, perancangan peningkatan kapasitas produksi, dan perancangan pemasaran air dan perancangan sistem jaringan distribusi.
