Kesiapan Pelaksanaan Otonomi Bidang Kehutanan dalam Pengelolaan Hutan Lestari di Kabupaten Langkat

Abstract

The urgent instrument of government policy to notice is a policy to realize reform claim for implementation of regional autonomy from centralistic following the enforcement of the Law No. 22 of 1999 being effective since January 1, 2001. Meanwhile, in District of Langkat, on enforcement of regional autonomy, regulatory drafting in district of Langkat has been made with coordination between bureaucrat and regional authority. Generally this research was aimed at knowing and learning readiness level of implementing autonomy in Forestry in Management of Sustainable Forest at District of Langkat, readiness level of Human Power, financial, organization, management, facilities and participation of community. The data collected were primary and secondary data from library and result of an average scores of questionnaire submitted to bureaucrat and stakeholder. Data analysis was made quantitatively as table analysis and linier multiple regression. Table analysis of research result indicated that readiness to implement the autonomy in Forestry in Management of Sustainable Forrest at District of Langkat was quite good, but if it is based on individual opinion of group, there was difference in perception. Bureaucrat group was more ready in opinion While stakeholder group was quite ready in opinion as well. Furthermore, by result of table analysis, it was indicated that either bureaucrat or stakeholder group said that Human Power was quite ready, availability of financial and facilities were more ready. However organization and management of bureaucrat group were more ready in their opinion, but stakeholder group was insufficient of readiness. Participation of Bureaucrat group community was more ready, but that of stakeholder was quite ready. The result of linier multiple regression analysis indicated that, in fact, factors of Human Power readiness, availability of financial, organization and management and facilities, have a very significant effect on readiness of implementing autonomy in Forestry in Management of Sustainable Forests in District of Langkat, however factor of community participation did not indicate the significant effect. In order to achieve a better progress in regional autonomy, it is important to get uniformity in perception of bureaucrat and stakeholder in assessing further the formulation and implementation of autonomic policy in forestry according to Vision of Forestry Agency in District of langkat that is: "Realization of Forest Function Preservation as life support and people economic”.
