Analisis Reduksi Emisi Gas Metan Melalui Proyek Mekanisme Pembangunan Bersih (CDM) pada Pabrik Pengolahan Kelapa Sawit dalam Rangka Pengelolaan Lingkungan Hidup

Abstract

Clean Development Mechanism (CDM) project is an economic insentive for potensial industry in order to reduction greenhouse gas (GHG) release to the atmosphere. CDM is one of Kyoto Protocol 1997 policy mechanism in mitigating climate change. CDM in Sumatera Utara has not been developed so far because of government budget to socialization. The research objectives are to examine the role of the CDM scheme in enviromental management of the industry, to look at the development of CDM in Sumatera Utara and to find out what extent an palm oil mill has reduced the emission of methane after the implementation of the CDM project. The research was carried out at the palm oil mill PT Perkebunan Milano, Pinang Awan Village, Torgamba Sub-district, Labuhan Batu District, Sumatera Utara. This CDM project employs the biodigester technology and the Approved Metodology Scenario (AMS) III H method which has been approved by (United Nations Framework Convention on Climate Change (UNFCCC). AMS was used to calculate the reduction of methane emission by confining and burning the methane in an anaerobic pond. The parameters observed in this study were the number of stems of fresh fruit produced per year, waterwaste volume, the Chemical Oxygen Demand (COD) of oil palm waterwaste. After implementing the CDM schemes the palm oil mill of PT Perkebunan Milano is able to reduce the emission of methane equal to 31,895 tonnes CO2e per year. Total amount of methane emission reduction for the seven year crediting period is estimated to be equal to 223,265 tonCO2e. From the methane emission reduction, the palm oil mill of PT Perkebunan Milano could gain an economic insentive for US$637,900.00 if the price assumed of US$20 tonnes/CO2e. The conclusion of this study is that implementing of the CDM at PT. Perkebunan Milan prospectly would be beneficial not for the company itself, but also the world community.

Mekanisme Pembangunan Bersih atau Clean Development Mechanism (CDM) adalah insentif ekonomi bagi industri yang berpotensi mengurangi emisi gas rumah kaca (GRK) di atmosfer. CDM merupakan salah satu kebijakan mekanisme Protokol Kyoto 1997 untuk mitigasi perubahan iklim. CDM di Sumatera Utara sejauh ini belum berkembang disebabkan terbatasnya dana pemerintah untuk mensosialisasikannya. Penelitian ini bertujuan untuk mengetahui perkembangan CDM di Sumatera Utara dan mengetahui seberapa besar pengurangan emisi gas metan pada pabrik pengolahan kelapa sawit setelah melaksanakan proyek CDM serta mengetahui peranan proyek CDM dalam pengelolaan lingkungan hidup. Penelitian dilakukan di Pabrik Kelapa Sawit (PKS) PT Perkebunan Milano, Desa Pinang Awan Kecamatan Torgamba Kabupaten Labuhan Batu, Sumatera Utara. Proyek CDM ini menggunakan teknologi biodigester dan untuk melakukan penghitungan pengurangan emisi gas metan digunakan metode yang disetujui UNFCCC yaitu AMS III H dengan cara menangkap dan membakar gas metan pada kolam anareobik untuk mereduksi emisi gas metan. Parameter yang diamati dalam penelitian adalah produksi TBS per tahun, volume limbah cair, dan COD limbah cair sawit. PKS PT Perkebunan Milano setelah melaksanakan proyek CDM dapat mereduksi emisi gas metan sebesar setara 31.895 tonCO2e/thn dan total pengurangan emisi gas metan selama periode pengkreditan yaitu 7 tahun diperkirakan sebesar 223.265 tonCO2e. Dari hasil pengurangan emisi gas metan tersebut, PKS PT Perkebunan Milano dapat memperoleh insentif ekonomi sebesar US$637.900,- bila diasumsikan dengan harga jual US$20 ton/CO2e. Dapat disimpulkan bahwa melaksanakan Proyek Mekanisme Pembangunan Bersih (CDM) dapat memberikan keuntungan bagi perusahaan tetapi juga bagi masyarakat dunia internasional.
