Analisis Faktor-Faktor yang Mempengaruhi Kesempatan Kerja pada Kabupaten/Kota di Propinsi Sumatera Utara

Abstract

Unemployment is a labor issue that currently has reached a critical condition. The aim of this research is to analyze the factors that affect employment at the regency/city in North Sumatra Province using panel data. With independent variables Gross Regional Domestic Product (GDP) for regency/city, Interest Rate of Credit, Minimum Wage for regency/city while the dependent variable is employment. Data obtained from the Central Statistics Agency (BPS) of North Sumatra Province, Manpower and Transmigration Office of North Sumatra and Central Bank of Indonesia during 2002 - 2007. The method used is General Least Square (GLS) with Random Effect Model(REM). The results show that Gross Regional Domestic Product (GDP) regency/city has positively effect the employment as 76.38% and significant, Minimum Wage of regency/city has negatively effect the employment as 53.06% and significant, meanwhile the Interest Rate of Credit has negatively effect the employment as 7.29% and insignificant to the employment at the regency/city in North Sumatra Province.

Pengangguran merupakan masalah ketenagakerjaan yang saat ini sudah mencapai kondisi yang cukup memprihatinkan. Tujuan dari penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi kesempatan kerja pada kabupaten/kota di Propinsi Sumatera Utara dengan menggunakan data panel. Dengan variable bebas Produk Domestik Regional Bruto (PDRB) Kabupaten/Kota, Tingkat Bunga Kredit, Upah Minimum Kabupaten/Kota di Propinsi (UMK) sedangkan variabel terikat adalah kesempatan kerja. Data diperoleh dari Badan Pusat Statistik (BPS) Propinsi Sumatera Utara, Dinas Tenaga Kerja dan Transmigrasi Propinsi Sumatera Utara dan Bank Indonesia dengan runtun waktu tahun 2002-2007. Metode analisis yang dipergunakan adalah Metode Generalized Least Square(GLS) dengan Random Effek Model (REM). Hasil penelitian menunjukkan bahwa variabel Produk Domestik Regional Bruto (PDRB) Kabupaten/Kota berpengaruh positif sebesar 76,38% dan signifikan, Upah Minimum Kabupaten/Kota (UMK) berpengaruh negatip sebesar 53,06% dan signifikan, dan Tingkat Bunga Kredit berpengaruh negatif sebesar 7,29% dan tidak signifikan terhadap kesempatan bekerja pada kabupaten/kota di Propinsi Sumatera Utara.
