Dampak Sebelum dan Setelah Penerapan Sekolah Lapang Pengendalian Hama Terpadu (SLPHT) terhadap Biaya Produksi, Produksi dan Pendapatan Petani Padi Sawah di Kabupaten Serdang Bedagai

Abstract

ABSTRACT KHOIRUL BASRI HARAHAP (097039010/MAG) with the title of the thesis is The Influence of Before and After Applying the Field Education of Unity Pest Controlling (SLPHT) into the Cost of Production, Production and Income of Ricefield Farmers in the Regency of Serdang Bedagai. This Research is supervised by Dr. Ir. Satia Negara Lubis, M. Ec., as the Head of Supervisor and Ir. Iskandarini, MS. as the member of Supervisory Committee. The wisdom of Instruction of President No. 3 / 1986 about the Offense of 53 types of Insecticide for Pest Controlling, afterward it becomes the historical pillar for applying the Unity Pest Controlling to the rice plants. Concepts of the Unity Pest Controlling is a suitable choice to answer that dilemma. This research is purposed to analyse and to examine the different rate of Cost of Production, Production and Income of ricefield farmers in the Regency of Serdang Bedagai before and after they apply the Unity Pest Controlling. The method as used is survey to the location in the District of Perbaungan and Pantai Cermin. The total of respondents is 50 (fifty) farmers, with 25 (twenty five) farmers in each of location. The analysis as used is the average different test. It is aimed to identify if there is different rate between two related pairs of samples or not, before and after they apply the Unity Pest Controlling. The result of analysis shows that there is significant difference in the Cost of Production, Production, and Income of the ricefield farmers before and after applying the Unity Pest Controlling in the Regency of Serdang Bedagai. In conclusion, the Unity Pest Controlling is the concept which gives the positif effect to the increasing of ricefield production, the decreasing of cost production, and the increasing of farmer’s income. The important implication is the Unity Pest Controlling as a package of technology which is safe for environment and be able to increase the prosperity of ricefield farmers in the Regency of Serdang Bedagai. Penelitian ini dibawah bimbingan oleh Dr. Ir. Satia Negara Lubis, Mec. selaku Ketua Dosen Pembimbing; dan Ir. Iskandarini, MS selaku anggota Komisi Pembimbing. Kebijakan Instruksi Presiden Nomor 3 Tahun 1986 tentang Pelanggaran 53 Jenis Insektisida Untuk Pengendalian Hama, kemudian menjadi tonggak sejarah bagi penerapan pengendalian hama terpadu untuk tanaman padi. Konsep Pengendalian HamaTerpadu (PHT) merupakan pilihan yang tepat untuk menjawab delamatis tersebut. Kajian ini bertujuan untuk menganalisis dan menguji tingkat perbedaan Biaya Produksi, Produksi dan Pendapatan petani sawah di Kabupaten Serdang Bedagai sebelum dan setelah petani menerapkan Pengendalian Hama Terpadu (PHT). Metode penelitian yang digunakan adalah survey di lokasi di Kecamatan Perbaungan dan Pantai Cermin. Jumlah responden adalah 50 (lima puluh) petani, dengan 25 (dua puluh lima) petani pada masing-masing lokasi. Hal ini ditujukan untuk mengetahui apakah ada tingkat perbedaan antara 2 pasang sampel yang berhubungan atau tidak, sebelum dan setelah mereka menerapkan pengendalian hama terpadu. Hasil analisis menunjukkan bahwa adanya perbedaan yang signifikan terhadap biaya produksi, produksi dan pendapatan petani padi sawah sebelum dan setelah menerapkan pengendalaian hama terpadu di Kabupaten Serdang Bedagai. Kesimpulan pengendalaian hama terpadu adalah konsep yang memberikan dampak positif terhadap peningkatan produksi padi sawah, penurunan biaya produksi dan peningkatan pendapatan petani. Implikasi yang penting adalah pengendalian hama terpadu sebagai sebuah paket teknologi yang ramah lingkungan dan mampu meningkatkan kesejahteraan petani padi sawah di Kabupaten Serdang Bedagai.
