dc.description.abstractHeightened competition caused by the global crisis made some companies began to have difficulty in managing finances. This led to layoffs (layoffs) in several companies. One of the efforts by the company to meet the demands of performance in order to overcome the economic crisis that is implementing the system outsourcing company. The implementation of this system makes the company can save expenses in financing human resources (HR) is working in the company. This research is a qualitative descriptive research that makes individual as research subject. The research informant is determined by purposive procedure. Data were collected by using three methods: interview, observation and documentation. Interpretation of data is done in stages starting from data collection, data reduction until the conclusions and recommendations of research are obtained. The results showed that there are four mechanisms implementation of the labor outsourcing system in Telkom Regional 1: First, the Recruitment and Placement System of Labor Outsourcing. Second, the Labor Outsourcing Training System.Third, System Evaluation and Termination of Labor Outsourcing.Fourth, the Hours of Work and Wage System of Labor Outsourcing. In the case of the fulfillment of Socio-Economic Rights of Labor, PT. Telkom gives equal rights to every outsourced workers include health insurance and labor protection, the right to earn a living, the right to receive holiday allowances, the right to compensation leave and overtime, as well as the right to equal treatment without discrimination on the company to all employees.en_US
dc.description.abstractPersaingan tinggi yang disebabkan oleh krisis global membuat beberapa perusahaan mulai kesulitan dalam mengelola keuangan. Hal tersebut menyebabkan PHK (pemutusan hubungan kerja) di beberapa perusahaan. Salah satu upaya yang dilakukan perusahaan dalam memenuhi tuntutan kinerja agar dapat mengatasi krisis ekonomi yaitu menerapkan sistem outsourcing pada perusahaan. Penerapan sistem ini menjadikan perusahaan dapat menghemat pengeluaran dalam membiayai sumber daya manusia (SDM) yang bekerja diperusahaan tersebut. Penelitian ini merupakan penelitian deskriptif kualitatif yang menjadikan individu sebagai subjek penelitian.Informan penelitian ditentukan dengan prosedur purposif. Data dikumpulkan dengan menggunakan tiga metode yaitu wawancara mendalam, observasi dan dokumentasi. Interpretasi data dilakukan secara bertahap mulai dari pengumpulan data, reduksi data hingga diperoleh kesimpulan dan rekomendasi penelitian. Hasil penelitian menunjukkan bahwa ada 4 mekanisme penerapan sistem tenaga kerja outsourcing di Telkom Regional 1: Pertama, Sistem Rekrutmen dan Penempatan Tenaga Kerja Outsourcing. Kedua, Sistem Pelatihan Tenaga Kerja Outsourcing. Ketiga, Sistem Evaluasi dan Pemberhentian Tenaga Kerja Outsourcing. Keempat, Sistem Jam Kerja dan Pengupahan Tenaga Kerja Outsourcing. Dalam hal pemenuhan Hak-Hak Sosial Ekonomi Tenaga Kerja, PT. Telkom memberikan hak yang sama kepada setiap tenaga kerja outsourcing meliputi jaminan kesehatan dan perlindungan kerja, hak mendapatkan penghasilan, hak untuk mendapatkan tunjangan hari raya, hak mendapatkan kompensasi cuti dan lembur, dan juga hak mendapatkan perlakuan yang sama tanpa ada diskriminasi dari perusahaan kepada seluruh karyawan.en_US
