Perancangan Sistem Penilaian Kinerja Vendor Material Joint Plate pada PT. Wijaya Karya Beton

Abstract

PT. Wijaya Karya Beton is a company engaged in the field of precast concrete industry whose production is based on job order. Its main raw materials consist of concrete materials comprising, cement, sand, rock split, concrete iron, admixture and rock reinforcement which consists of PC Bar, PC Wire, PC Strand, spiral wire, concrete iron, and connecting plate. Accuracy of delivery and precision of material quality are the factors determining the smoothness of production and sales because if it cannot achieved, it will result in customers’ complaint and increasing cost of production, therefore, the supplier must be precisely determined. In this case, the company must be able to determine to which suppliers the materials must be ordered that, on one hand, the continuity of production can be maintained, and on the other hand, the company can make profit because the company can meet every order that comes. The purpose of this study was to find out the design of supplier’s performance evaluation system using the approach method of SMART (Strategic Management Analysis and reporting Technique) System to minimize the delay and defects of connecting plates. The Analytical Hierarchy Process (AHP) was used as a tool of decision making for the management in material procurement and can be implemented and become a standard system of a company. This study also aimed at developing alternative solution in the procurement of connecting plate materials based on the criteria of the company. The basic of the decision of evaluation standard system for the performance of suppliers are in the forms of dominant factor/variable in the form of the system valued to meet the criteria of the connecting plates ordered by Wika Beton to the supplier. This dominant factor is based on the calculation using SMART System method to find the Key Performance Indicator that the sequence of dominant factor/variable are Quality (42.26%), Delivery (19.71%), Cost (16.70%), Responsiveness (12.53%) and Flexibility (8.81%). The historical data of the supplier for the past 3 (three) months shows to what extent the supplier can do the order from Wika Beton in accordant with the delays and defective products. The supplier with the least delays of connecting plate delivery is Sinar Maju Perkasa (13.81%) while the one with the biggest delay is Bohlindo (26.36%). In addition, the supplier with the least number of defective connecting plates produced is Sinar Maju Perkasa (11.63%) while the one with the biggest number of defective connecting plates produced is Bohlindo (29.07%).

PT. Wijaya Karya Beton adalah sebuah perusahaan yang bergerak di bidang industri beton pracetak yang berproduksi berdasarkan pesanan (job order). Bahan baku utama terdiri dari bahan baku beton yang terdiri dari semen, pasir, batu split, admixture dan baku tulangan yang terdiri dari PC. Bar, PC Wire, PC. Strand, kawat spiral, besi beton dan plat sambung. Ketepatan pengiriman dan ketepatan mutu material merupakan faktor yang menentukan kelancaran produksi dan penjualan karena apabila hal tersebut tidak tercapai maka akan menyebabkan keluhan dari pelanggan dan biaya produksi juga akan meningkat, oleh sebab itu dalam pemilihan supplier harus ditentukan secara tepat. Dalam hal ini perusahaan harus dapat menentukan kepada supplier mana material harus dipesan, sehingga di satu sisi kontinuitas produksi dapat terjaga dan pada sisi lain perusahaan dapat memperoleh keuntungan, karena perusahaan dapat memenuhi setiap pesanan yang datang. Tujuan penelitian ini adalah untuk mendapatkan rancangan sistem penilaian kinerja supplier dengan menggunakan pendekatan metode SMART (Strategic Management Analysis and Reporting Technique) System untuk mengurangi keterlambatan dan kecacatan plat sambung. Sedangkan Analityc Hierarchy Process (AHP) digunakan sebagai alat pembuat keputusan bagi manajemen dalam pengadaan material dan dapat diimplementasikan dan menjadi sistem yang baku pada perusahaan. Penelitian ini juga bertujuan untuk mengembangkan solusi alternatif dalam pengadaan material plat sambung berdasarkan kriteria perusahaan. Dasar penetapan sistem baku penilaian kinerja supplier berupa Faktor/variabel dominan yang merupakan sistem yang dinilai untuk memenuhi plat sambung yang dipesan (order) oleh Wika Beton kepada Supplier. Faktor dominan ini didasarkan atas perhitungan dengan menggunakan metode SMART System untuk mencari Key Performance Indicator sehingga diperoleh urutan faktor/variabel dominan yaitu Quality (42,26%), Delivery (19,71%), Cost (16,70%), Responsiveness (12,53%), dan Flexibility (8,81%). Data historis 3 bulan terakhir dari supplier akan mengetahui sejauh mana supplier mampu melaksanakan order dari Wika Beton sesuai dengan keterlambatan dan produk yang tidak sesuai (cacat). Jumlah keterlabatan pengiriman plat sambung paling sedikit (kecil) adalah supplier Sinar Maju Perkasa (13,81%) sedangkan yang paling besar adalah Bohlindo (26,36%). Selain itu jumlah ketidaksesuaian (cacat) produksi plat sambung paling sedikit (kecil) adalah Sinar Maju Perkasa (11,63%) sedangkan yang paling besar adalah Bohlindo (29,07%)
