This study analyses performance appraisal system applied for civil servant non-academic staff in Central Administration Bureau of USU. Performance appraisal for civil servant is known as Performance Appraisal List by using a set of Performance Appraisal Form as formally stated in government regulation No. 10 year of 1979. In its implementation, the system implies many deviations in apprasing particularly the unavailability standard of appraisal or standard achievement as stated on the list, thus the appraisal system conducted is mainly based on empirical observation or following trend of previous appraisal. To get a more accurate appraisal point, this study has been designed to develop a model of performance appraisal system which is based on personal characteristics covering relevant appraising criteria to accomodate actual employee’s performance as stated in performance appraisal system adopted in PT-BHMN USU. Personal characteristics described in the performance appraisal is processed and analyzed by using Analytical Hierarchy Process (AHP) method aiming to measure converted score of each criteria. Based on the method, a model of performance appraisal development for non academic staff of USU is derived under the following formula :
