    Pengaruh Sumber Daya Manusia dan Tata Kerja Komisi Penilai Amdal terhadap Kualitas Dokumen Amdal dalam Pengelolaan Lingkungan Hidup di Provinsi Sumatera Utara

    Abstract
    One of the determinants of the quality of AMDAL document is the good human resource in arranging or evaluating the AMDAL document and the work mechanism of the evaluation commission has its great constribution in issuing a qualified AMDAL document. The research is to find out the influence of the human resource and the effective work of the AMDAL evaluation commission on the quality of the AMDAL document in North Sumatera Province was done. The result of this research shows that there are positive and significant influence between the human resources (41 people) and the work mechanism of the AMDAL evaluation on the quality of AMDAL document partially and simultaneously. The most dominant independent variable influencing the quality of the AMDAL document is the work mechanism of AMDAL evaluation commission with standard efficiency of 0,285 while human resource is only 0,009. Regression coefficiency (Rsquare) shows that the independent variable analyzed can influence 75% of dependent variable and the remaining 25% is described with the other variables which haven t been analyzed yet.
     
    Salah satu penentu kualitas dokumen AMDAL adalah Sumber Daya Manusia yang handal dalam menyusun maupun menilai dokumen AMDAL, di samping itu mekanisme tata kerja dari Komisi Penilai AMDAL juga memberi andil dalam menghasilkan dokumen AMDAL yang berkualitas. Penelitian untuk mengetahui pengaruh sumber daya manusia dan tata kerja Komisi Penilai AMDAL terhadap kualitas dokumen AMDAL dalam pengelolaan lingkungan hidup di Provinsi Sumatera Utara telah dilakukan. Hasil penelitian menunjukkan bahwa terdapat pengaruh positif dan signifikan antara sumber daya manusia (41 orang) dan tata kerja Komisi Penilai AMDAL terhadap kualitas dokumen AMDAL baik secara parsial maupun secara simultan. Variabel bebas yang paling dominan mempengaruhi kualitas dokumen AMDAL adalah tata kerja Komisi Penilai AMDAL dengan standardized coefficients 0,285 sedangkan sumber daya manusia hanya 0,009. Koefisien regresi (R square) menunjukkan bahwa variabel bebas yang diteliti mampu mempengaruhi variabel terikat sebesar 75% dan sisanya sebesar 25% dijelaskan oleh variabel bebas lainnya yang belum diteliti.
