Analisis Pencapaian Kinerja Tenaga Harian Lepas Tenaga Bantu Penyuluh Pertanian (THLTBPP) di Kabupaten Asahan

Abstract

Casual Labor-Assistant Agricultural Extension Workers (THL-TBPP) are 24,000 contract workers all over Indonesia who were recruited by the Department of Agriculture in 2007-2009. There were 7.500 of them in Sumatera Utara Province and 111in Asahan District. The purpose of this study was to analyze the relationship between salary, formal education level, age, discipline appropriateness, training and the performance of the THL-TBPP in Asahan District. The samples for this study were 53 THL-TBPP who were selected through Stratified Random Sampling technique based on their education level. The data obtained were analyzed through Spearman Rank Correlation analysis. The performance of the THL-TBPP was measured based on the nine indicators of success of agricultural extension worker. The result of this study showed that 31 THL-TBPP (58%) in Asahan District were categorized as being successful, and 22 of them (42%) were categorized as being un successful. Salary, formal education level, and training of the THL-TBPP had a positive and significant relationship with their performance. Age and discipline appropriateness of the THL-TBPP had no significant relationship with their performance.

THL-TBPP (Tenaga Harian Lepas- Tenaga Bantu Penyuluh Pertanian) adalah tenaga-tenaga kontrak yang direkrut Departemen Pertanian pada tahun 2007- 2009 sebanyak 24.000 THL-TBPP seluruh Indonesia. Di Sumatera Utara ada sebanyak7500 THL-TBPP. Di Kabupaten Asahan terdapat sebanyak 111 orang THL-TBPP. Penelitianinibertujuanuntuk menganalisis hubungan gaji, tingkat pendidikan formal, umur, kesesuaian bidang ilmu, dan pelatihan dengan kinerja THL-TBPP di Kabupaten Asahan. Jumlah sampel sebanyak 53 orang THL-TBPP yang diambil secara Stratified Random Sampling berdasarkan tingkat pendidikan. Metode Analisis yang digunakan adalah analisis korelasi Rank Spearman. Kinerja THL-TBPP diukur dengan menggunakan sembilan indikator keberhasilan penyuluh pertanian. Hasil penelitian menunjukkan sebanyak31 orang (58%) THL-TBPP di Kabupaten Asahan dikategorikan berhasil, dan sebanyak 22 orang (42%) THLTBPP di Kabupaten Asahan dikategorikan tidak berhasil. Gaji, tingkat pendidikan formal, dan pelatihan THL-TBPP berhubungan positif nyata dengan kinerja THL-TBPP. Umurtidak berhubungan nyata terhadap kinerja THL-TBPP dan kesesuaian bidang ilmu THL-TBPP tidak berhubungan nyata terhadap kinerja THL-TBPP.
