Dampak Program Peningkatan Produksi Beras Nasional (P2BN) terhadap Pendapatan Petani di Kabupaten Labuhanbatu Utara (Studi Kasus Desa Terang Bulan, Kecamatan Aek Natas)

Abstract

The threat of the lack of food is very serious. In order to solve this problem, the government implements P2BN program which one of the manivestations of the the government program in increasing rice production for food security program by using agricultural intensification approach. The objective of the research was to analyze the disparity of cost of production, production, productivity, and the income of wet-field rice farmers before and after P2BN was implemented. The data were analyzed by using compare means; dependent sample t-test. The result of the research showed that cost of production, production, productivity, and farmers’ income has significant disparity before and after P2BN was implemented. Cost of production, production, productivity, and the income of the Farmer Association after P2BN was implemented were higher than that before it was implemented, while cost of production of the Farmer Association after P2BN was implemented was lower than that before it was implemented.

Ancaman kekurangan pangan merupakan hal yang sangat serius. Untuk mengatasi permasalahan ini pemerintah melaksanakan program P2BN. Program P2BN adalah salah satu manivestasi dari program pemerintah untuk meningkatkan produksi padi dalam rangka program ketahanan pangan melalui pendekatan intensifikasi pertanian. Tujuan dari penelitian ini adalah untuk menganalisis perbedaan biaya produksi, produksi, produktivitas dan pendapatan petani padi sawah sebelum dan sesudah P2BN. Metode analisis data yang digunakan adalah compare means; dependent sample t test. Hasil analisis menunjukkan bahwa biaya produksi, produksi, produktivitas dan pendapatan petani sebelum dan sesudah P2BN menunjukkan perbedaan yang signifikan. Biaya produksi, produksi, produktivitas dan pendapatan persatuan usahatani lebih tinggi sesudah P2BN daripada sebelum P2BN sedangkan biaya produksi persatuan petani lebih rendah sesudah P2BN daripada sebelum P2BN.
