    Analisis Kerusakan Hutan di Kawasan Hutan Taman Nasional Gunung Leuser Seksi Pengelolaan Taman Nasional Wilayah VI Besitang

    Abstract
    Tropical low-land forest in Besitang Sub-Regional Office, Gunung Leuser National Park (GLNP) has been seriously damaged and threatened due to several activities such as illegal logging, encroachment, land speculation, and social refugee (internal displace person) from Aceh. Park authority has no series of data on deforestation except what has been released by Leuser International Foundation in 2002. In the meantime, deforestation is remain exist in the park. A series of deforestation data is urgently needed by park authrority to develop policy and strategic action to solve the problems and challanges to secure the park and generate support from stakeholders, especially community around the forest. This research was conducted between March and May 2010 in Besitang Sub-Regional Office of GLNP and villages around the park, within the administration of Sub-District Besitang, Sei Lepan and Batang Serangan. Descriptive method was employed to get data from 198 families who live around the park. Data has been collected by doing ground checks, questionnaire, and interview key persons in the community level. Data was analysed using Landsat Image and SWOT. This research showed that deforestation until 2009 in Besitang Sub-Regional Office of GLNP is 7,435 hectares, with deforestation rate approximately 448.450 hectar/year. Park authority keeps their effort to solve the existing problems in the area, mainly law enforcement through effective and efficient forest security strategy by using pre-emptive, preventive, and represive actions. Those strategy has successfully reduce deforestation rate in the resort Trenggulung, Sei Betung, Cinta Raja, and Tangkahan. However this strategy has more challanges in the resort Sekoci and Sei Lepan because of area where occupied by social refugee has not yet resolved. GLNP status as World Heritage of Tropical Rainforest Heritage of Sumatra is a great opportunity for park authority to engage and generate support from stakeholders to do a better management in the future, especially support from community around the forest through community based-organizations.
     
    Kawasan hutan Taman Nasional Gunung Leuser Seksi Pengelolaan Taman Nasional Wilayah VI Besitang sedang mengalami kerusakan yang cukup parah akibat aktivitas penebangan liar, perambahan hutan, jual beli lahan dan keberadaan pengungsi korban konflik aceh. Manajemen TNGL belum mempunyai data kerusakan hutan terbaru terutama data time series setelah data yang dirilis Yayasan Leuser International tahun 2002 yang lalu, padahal kerusakan hutan terus berlangsung. Data tersebut sangat dibutuhkan manajemen TNGL dalam menentukan arah kebijakan dan strategi penyelesaian masalah yang berkaitan penerapan strategi pengamanan hutan dan dukungan para pihak terutama masyarakat sekitar hutan. Penelitian ini berlangsung dari bulan Maret s/d Mei 2010 di dalam kawasan Taman Nasional Gunung Leuser Seksi Pengelolaan Taman Nasional Wilayah VI Besitang dan di desa-desa yang berbatasan langsung dengan kawasan TNGL yang secara administrasi terletak di kecamatan Besitang, Sei Lepan dan Batang Serangan. Penelitian ini menggunakan metoda diskriptif dengan jumlah sampel dari masyarakat sekitar hutan sebanyak 198 KK. Pengumpulan data dilakukan dengan metoda ground check, penyebaran kuisioner dan wawancara langsung dengan tokoh masyarakat. Data yang ada dinalisis dengan menggunakan analisis citra landsat dan analisis swot. Hasil penelitian menunjukkan bahwa hingga tahun 2009, luas kerusakan hutan Taman Nasional Gunung Leuser Seksi Pengelolaan Taman Nasional Wilayah VI Besitang mencapai 7.435 ha, dengan laju kerusakan hutan sekitar 448,450 ha/tahun. Manajemen TNGL terus melakukan upaya penyelesaian terhadap persoalan yang masih berlangsung di dalam kawasan ini terutama kegiatan penegakan hukum dengan menerapkan strategi pengamanan hutan yang efektif dan efisien yang mengedepankan langkah-langkah pre-emtif, preventif dan represif. Penerapan strategi ini telah berhasil menurunkan laju kerusakan hutan di wilayah kerja resort Trenggulun, Sei Betung, Cinta Raja dan Tangkahan, namun strategi ini kurang berhasil penerapannya untuk wilayah kerja resort Sekoci dan Sei Lepan terkait keberadaan pengungsi korban konflik aceh yang hingga saat ini belum dikeluarkan dari kawasan TNGL. Status TNGL sebagai warisan dunia merupakan peluang yang dapat dimanfaatkan oleh manajemen TNGL dalam merangkul para pihak untuk mendukung pengelolaan kawasan secara lebih baik di masa yang akan datang, terutama dukungan masyarakat sekitar hutan melalui lembaga lokalnya.
