School management in on hand can show a contradictory condition if seen
from environmental point of view. This condition is characterized by the non
environmentally behavior of teachers and students. The environmental facilities
and infrastructures developed were not planned based on the principle of
environmental conservation such as massive school ground construction that
minimizen the extent of water catchment area, nagative environmental hygiene
behavior such as various forms of pollutions/littering, and vandalism againts the
environmentally developed objects based on the less environmentally conscious
culture. The government of Republic Indonesia launced the National Adiwiyata
School as part of the environmetal Education Strategies. Batu bara District as a
district which was officially seperated from its parent district plans its human
resource quality improvement through sustainable environmental education
through the achievement of National Adiwiyata standard schools. The purpose of
this descriptive study was to answer the programme run by Batu Bara Distrcit
Government in integrating ecological education to achieve the improvement of
human resource quality by studying school policy, school curricula, perception of
teachers and students, and the condition of basic infrastructure facilities. The
population of this study was 6 (six) State Senior High Schools (SMA Negeri) in
Batu Bara District. Interpretation was done through product moment correlation
statistic tes (r Perason) to find out the factors influencing the quality achievement
in the application of National adiwiyata at the State Senior High Schools in Batu
Bara District. The result of this study showed that the implementation of school
policy to build an environmental culture still needs socialization, the content of
environmental curriculum due to the unequal qualification of teachers adn the
low capability of school in identifiying the issues of environment, the perceptions
of students, teachers and school management in environmental management are
not maximum yet; they are only passive participants and have not adequate space
yet in the environmental management activity. The condition of school facilities
and infrastructures supporting the environmental awareness movement has not
shown the optimal attemp yet and still need a hard work to make it happen. The
result if this study will be useful as initial data inventory for local (district level)
education planning programme in sustainable environmental human resource
development. Pengelolaan sekolah di satu sisi dapat menampilkan kondisi yang kontradiktif
jika ditinjau dari sudut pelestarian lingkungan. Hal ini ditengarai dengan perilaku guru
dan murid sekolah yang tidak berwawasan lingkungan. Sarana dan prasarana lingkungan
binaan direncanakan dengan mengabaikan prinsip pelestarian lingkungan hidup misalnya
pembangunan lapangan sekolah yang massif sehingga mengurangi luasan area resapan
air. perilaku kebersihan lingkungan yang negatif seperti berbagai bentuk pengotoran /
pembuangan sampah sembarangan, vandalism terhadap obyek lingkungan binaan dengan
budaya “kurang sadar lingkungan”. Pemerintah Republik Indonesia mencanangkan
Program Sekolah Adiwiyata Nasional sebagai bagian dari strategi Pendidikan
Lingkungan Hidup. Kabupaten Batu Bara sebagai suatu kabupaten pemekaran
menempatkan peningkatan kualitas sumber daya manusia melalui pendidikan yang
berwawasan lingkungan berkelanjutan melalui pencapaian sekolah bertaraf Adiwiyata
Nasional. Penelitian ini bertujuan menjawab program Kabupaten Batu Bara dalam
memadukan pendidikan ekologis mencapai pengembangan kualitas sumber daya
manusia melalui kajian kebijakan sekolah, kurikulum sekolah, persepsi guru dan murid
dan kondisi sarana prasarana dasar. Dengan metodologi deskriptif kajian ini dilakukan
atas enam SMAN Negeri di Kabupaten Batubara. Interpretasi dilakukan dengan uji
statistik korelasi product moment (r Pearson) guna mencari faktor yang berpengaruh
terhadap pencapaian mutu sekolah Adiwiyata Nasional di SMA Negeri Batu Bara. Dari
hasil analisis diperoleh kesimpulan bahwa implementasi kebijakan sekolah untuk
membangun budaya lingkungan masih memerlukan upaya sosialisasi, muatan kurikulum
berbasis lingkungan beragam karena kualifikasi guru yang tidak merata serta rendahnya
kemampuan sekolah dalam mengidentifikasi isu lingkungan, persepsi siswa, guru dan
pengelola sekolah dalam pengelolaan lingkungan masih belum maksimal hanya sebatas
partisipan pasif dan belum memperoleh ruang yang memadai dalam aktivitas
pengelolaan lingkungan hidup, Kondisi sarana dan prasarana sekolah yang mendukung
gerakan peduli dan sadar lingkungan belum menunjukkan upaya optimal dan masih
memerlukan upaya keras untuk mewujudkannya. Hasil kajian ini selanjutnya akan
bermanfaat sebagai inventarisasi data awal bagi program perencanaan pendidikan daerah
dalam pengembangan sumber daya manusia yang berwawasan lingkungan berkelanjutan.
