    Kajian Kualitas Air Sungai Belawan Provinsi Sumatera Utara dalam Upaya Pengendalian Pencemaran Air

    Abstract
    Sungai Belawan merupakan salah satu sungai di Provinsi Sumatera Utara yang melintasi Kabupaten Deli Serdang dan Kota Medan. Sungai Belawan saat ini dimanfaatkan untuk aktvitas perkebunan, pertanian, peternakan, penambangan pasir, sarana Mandi Cuci Kakus (MCK), rumah sakit, perhotelan, permukiman, serta industri. Tujuan penelitian ini adalah untuk menganalisis kualitas, beban pencemaran, status mutu air, dan strategi pengendalian pencemaran yang perlu dilakukan untuk mencegah terjadinya penurunan kualitas air Sungai Belawan. Pengambilan sampel air dilakukan pada sembilan titik pengambilan sampel yang meliputi segmen dari masing-masing bagian yaitu bagian hulu, tengah dan hilir sungai. Berdasarkan hasil penelitian, beban pencemaran Sungai Belawan yang terbesar dan telah melebihi daya tampung sesuai baku mutu serta debit yang terukur ditunjukkan oleh parameter TSS, BOD5, dan COD. Kualitas air Sungai Belawan berdasarkan penilaian status mutu air dengan metode indeks pencemaran menunjukan terjadi penurunan kualitas air dari segmen hulu sampai segmen hilir dimana pada segmen tengah sampai segmen hilir telah tercemar ringan. Strategi pengendalian pencemaran air di Sungai Belawan dapat dilakukan dengan meningkatkan inventarisasi dan identifikasi sumber pencemar air; menetapkan daya tampung beban pencemaran air dan baku mutu air limbah; menetapkan kebijakan pengendalian pencemaran air; proses perizinan; meningkatkan pemantauan kualitas air; meningkatkan pembinaan dan pengawasan terhadap pembuangan air limbah; dan penyediaan informasi berbasis data yang baik serta merumuskan kegiatan pengendalian pencemaran dan kerusakan lingkungan berbasis data yang benar.
     
    Belawan River is one of the rivers in North Sumatra Province that crosses Deli Serdang District and Medan City. Belawan River is currently used for plantation, agriculture, livestock, sand mining, a place for bathing and washing as well as serving as a lavatory, hospitals, hotels, settlements, and industries. The purpose of this study is to analyze the quality, pollution load, water quality status, and pollution control strategies that need to be done to prevent the decline in water quality in the Belawan River. Water sampling is carried out at nine sampling points covering segments of each part, namely the upstream, middle and downstream of the river. Based on the results of the study, the largest load of Belawan River pollution and has exceeded the capacity according to quality standards and the measured discharge is indicated by TSS, BOD5, and COD parameters. Belawan River water quality based on water quality status assessment using the pollution index method shows a decrease in water quality from the upstream to downstream segments where the middle to downstream segments have been lightly polluted. Water pollution control strategies in the Belawan River can be carried out by increasing the inventory and identification of water pollutant sources; determine the load capacity of water pollution and waste water quality standards; stipulation of water pollution control policies; licensing process; improve water quality monitoring; increasing guidance and supervision of waste water disposal; and provide good data-based information and formulate appropriate data-based activities to control pollution and environmental damage.
