    Potensi Kehilangan Cadangan Karbon Akibat Perubahan Fungsi Kawasan Hutan di Kabupaten Mandailing Natal

    Abstract
    A research on the potential loss of carbon stocks due the changes of forest area’s function has been conducted in Mandailing Natal District. The research was conducted at Timber Utilization Permit (TPU) PT. Anugerah Langkat Makmur, TPU on behalf of Subari and TPU PT. Dinamika Inti Sentosa from September to December 2013. The result of this research showed that the forest area in Mandailing Natal District based on a comparison between the Forest Land Use Agreement of 1982 and the Regulation of Minister of Forestry No.44/Menhut-II/2005 has undergone extensive changes in the function of forests where the addition of the largest area in the distinct forest zone in amount of 152,503.85 ha, the largest area’s reduction on forest production in amount of 121,390.80 ha. Tree carbon stock values ranged from 110.16 to 195.56 tons/ha of oil palm and carbon stocks at the age of 1 year to 5 years ranged from 2,42 to 9,54 tons/ha. The largest of potential loss on carbon stocks due the changes of forest area’s function in Mandailing Natal District based on the approval of Timber Utilization Permit and map interpretation, respectively in amount of 7,458,214.48 tons and 6,489,729.00 tons.
     
    Penelitian tentang potensi kehilangan cadangan karbon akibat perubahan fungsi kawasan hutan telah dilakukan di Kabupaten Mandailing Natal. Penelitian dilaksanakan pada Ijin Pemanfaatan Kayu (IPK) PT. Anugerah Langkat Makmur, IPK atas nama Subari dan IPK PT. Dinamika Inti Sentosa dimulai dari Bulan September 2013 sampai dengan Desember 2013. Hasil penelitian menunjukkan bahwa kawasan hutan di Kabupaten Mandailing Natal berdasarkan perbandingan antara Tata Guna Hutan Kesepakatan (TGHK) Tahun 1982 dan Keputusan Menteri Kehutanan No.44/Menhut-II/2005 telah mengalami perubahan luas fungsi kawasan hutan dimana terjadi penambahan luas terbesar pada Areal Penggunaan Lain (APL) sebesar 152.503,85 ha serta pengurangan luas terbesar pada hutan produksi sebesar 121.390,80 ha. Nilai cadangan karbon pohon berkisar antara 110,16 – 195,56 ton/ha dan cadangan karbon kepala sawit pada umur 1 tahun sampai dengan 5 tahun berkisar antara 2,42 – 9,54 ton/ha. Potensi kehilangan cadangan karbon terbesar akibat perubahan fungsi kawasan hutan di Kabupaten Mandailing Natal berdasarkan pemberian Ijin Pemanfaatan Kayu dan interpretasi peta berturut-turut sebesar 7.458.214,48 ton dan 6.489.729,00 ton.
