dc.description.abstractDecline in the quality and quantity of school environment can be caused by school management that are not environmentally sound. Facilities and infrastructure are planned to ignore the principle of preservation of the environment, for example the development of open green space school that massively reducing the area of water catchment areas. Negative environmental hygiene behavior such as various forms of fouling / littering, vandalism against the environment objects with culture "environmentally conscious". The Government of Republic Indonesia launched the National Adiwiyata School Program as part of the strategy of Environmental Education. Dairi Regency Government put improving the quality of human resources through education that is environmentally sustainable through the National Adiwiyata school achievement. This study aims to answer Dairi program for the integration of ecological education achieve quality development of human resources through the implementation of environmental policy, the implementation of environment-based curriculum, activity-based participatory environment and management of environmentally friendly means of support. With descriptive research methodology was conducted on two high schools located in Dairi, namely State Senior High School (SMANegeri) 1 Silahisabungan and State Senior High School (SMANegeri) 2 Sidikalang. Interpretation or inference to the achievement of the quality of school Adiwiyata made from data that has been obtained in order to look for factors that affect the quality of school achievement in the National Adiwiyata at State Senior High School (SMANegeri) 1 Silahisabungan and State Senior High School (SMANegeri) 2 Sidikalang. From the analysis we concluded that implementation of the policy of the school to build a culture of the environment still requires dissemination, curriculum-based diverse environments for teachers' qualifications are not evenly distributed and the low capacity of schools in identifying environmental issues, perceptions of students, teachers and school administrators in the management of the environment is still not a maximum one it is just limited to the passive participant and has not obtained adequate room in environmental management activities. The condition of school facilities and infrastructure that supports the movement of caring and environmentally conscious efforts have not shown optimal and still require substantial effort to make it happen. The results of this study will further be useful as initial data inventory for educational planning programme in the area of human resource development with environmental sensitivity.en_US
