Analisis Faktor - Faktor yang Berhubungan Dengan Kinerja pada Balai Besar Perbenihan dan Proteksi Tanaman Perkebunan Tanaman Perkebunan Medan

Abstract

Some factors are mostly unfluential on performance to be analyzed because they can be for improving the performance itself. The objective of the research was to analyze the correlation of facility, management, human resources, and finance with performance in the field of nursery protection at BBPPTP Medan (Center of Estate Crop Nursery and Protection) Medan. The research used Spearman ranking correlation test method. The population was the personnel who worked at the department of nursery and protection at BBPPTP Medan, and the samples were selected by using census method. The secondary data consisted of annual report of 2008-2012. The result of the research showed that the performance in nursery was correlated with the management of seed (the amount of seedling test had significant correlation with the actuating activities), and human resources (number of certified seeds had significant correlation with the ratio of personnel who had agricultured education background), although it did not have any correlation with facility and finance. The performance of protection was only correlation human resources (the used and provided technology had significant correlation with the ratio of the personnel who had agricultural education background), although it did not have any correlation with facility, management, and finance.

Faktor-faktor yang mempengaruhi kinerja sangat penting untuk dianalisis karena dapat digunakan untuk memperbaiki kinerja. Penelitian ini bertujuan untuk menganalisis hubungan faktor sarana, manajemen, sumber daya manusia, dan keuangan dengan kinerja pada bidang perbenihan dan proteksi di Balai Besar Perbenihan dan Proteksi Tanaman Perkebunan (BBPPTP) Medan. Metode analisis yang digunakan adalah uji korelasi ranking Spearman. Populasi penelitian adalah pegawai bidang perbenihan dan proteksi di BBPPTP Medan dan sampel penelitian dipilih secara sensus. Data sekunder yang digunakan yaitu data laporan tahunan 2008-2012. Hasil analisis menunjukkan bahwa kinerja perbenihan berhubungan dengan manajemen (jumlah pengujian benih berhubungan nyata dengan kegiatan yang terkait actuating), dan sumber daya manusia (jumlah bibit yang tersertifikasi memiliki hubungan nyata dengan rasio PNS yang berlatar belakang pendidikan pertanian), tetapi tidak berhubungan dengan sarana dan keuangan. Kinerja proteksi hanya berhubungan dengan sumber daya manusia (teknologi yang digunakan dan disediakan berhubungan nyata dengan rasio PNS yang berlatar belakang pendidikan pertanian), tetapi tidak berhubungan dengan sarana, manajemen, dan keuangan.
