dc.description.abstractThe importance of punctuality in getting to the Office of the Bina Marga Service (in charge of road development and maintenance) of Medan City Administration, located at Jalan Pinang Baris No. 114-C, Medan, is based on the rules of proper conduct as stipulated in Article 29 of Law No. 8/1974 on the Principle of Civil-Service which was them amended to Law No. 43/1999, regulated in the Government Regulation No. 30/1980 on the Rules of Proper Conduct of the Government Employees. The objective of the research was to analyze the characteristics of road users who travel from their homes to offices during the work days, to analyze the sanction imposed on road users when they were late in getting g to the office, and to find out and analyze the influence of time of arrival, time of departure, frequency of lateness, home address/district, employees’ education, age, ranks, experience on the way to office, condition of arterial road, and condition of alternative way on the possibility of not being late in getting to the office. The result of the research showed that there were respondents’ various characteristics of time of arrival (X1), time of departure (X2), frequency of lateness (X3), home address/district (X4), employees’ education (X5), age (X6), ranks (X7), experience on the way to office (X8), condition of arterial road (X9), and condition of alternative way (X10). The data were processed and analyzed by using logistic regression analysis and tested by using the ten independent variables above with the result that there was no significant variable. The result of logistic regression analysis showed that there was over-dispersion or the increase in variant value which caused the probability to be insignificant and S.E. value to be too high. The over-dispersion could be caused by the close correlation among the independent variables so that they needed to be changed. Therefore, reexamination was done by excluding the variables of time of arrival (X1), frequency of lateness (X3), and experience on the way to office (X8). The result of the analysis showed that, from the seven independent variables which influenced dependent variables, showed that two variables which significantly influenced the lateness were employees’ home address (X4) and employees’ ranks (X7). It is recommended that, in order not to be late in getting to the office, the employees of the Bina Marga Service, Medan, whose residences are far from the office, should depart early and the management should impose heavy sanction on high-ranking employees who come late to the office.en_US
dc.description.abstractKepentingan peningkatan ketepatan waktu tiba di kantor para pegawai Dinas Bina Marga Pemerintah Kota Medan, yang berlokasi di Jalan Pinang Baris Nomor 114-C Medan hal ini dikarenakan pada instansi pemerintah berdasarkan aturan mengenai kedisiplinan yang diatur dalam pasal 29 undang-undang no 8 tahun 1974 tentang Pokok-pokok Kepegawaian kemudian diubah menjadi Undang-Undang Nomor 43 tahun 1999 yang diatur dalam Peraturan Pemerintah Nomor 30 Tahun 1980 tentang "Peraturan Disiplin Pegawai Negeri Sipil". Tujuan penelitian ini adalah mengkaji karakteristik pengguna jasa jalan yang melakukan perjalanan dari rumah lokasi kerja setiap hari kerja. Tujuan lain yakni mengkaji berbagai tindakan pengguna jasa jalan ketika terkena sanksi sesuai peraturan yang berlaku bagi tiap keterlambatan jam kerja, mengetahui dan menganalisis pengaruh jam tiba, jam keberangkatan, frekuensi keterlambatan, alamat rumah/ kecamatan, tingkat pendidikan pegawai, umur, golongan, pengalaman di perjalanan, kondisi jalur utama dan kondisi jalur alternatif terhadap kemungkinan tidak terlambat pegawai. Berdasarkan hasil penelitian diketahui terdapat keragaman karakteristik responden dalam hal jam tiba (X1), jam keberangkatan (X2), frekuensi keterlambatan (X3), alamat rumah/ kecamatan (X4), tingkat pendidikan pegawai (X5), umur (X6), golongan (X7), pengalaman selama di perjalanan (X8), kondisi jalur utama (X9) dan kondisi jalur alternatif (X10). Pengolahan dan analisis yang dilakukan dengan menggunakan analisis regresi logistik, kemudian dilakukan pengujian dengan menggunakan kesepuluh variabel bebas dan hasilnya didapati bahwa tidak ada variabel yang signifikan. Hasil regresi logistik menunjukkan terjadi overdispersi atau pembengkakan nilai variansi yang berdampak terhadap probabilitas tidak signifikan dan nilai S.E. sangat besar. Permasalahan overdispersi dapat disebabkan karena hubungan erat antara variabel bebas hingga perlu dirubah. Oleh karena itu, dilakukan pengujian ulang dengan tidak mengikutsertakan variabel jam tiba (X1), frekuensi keterlambatan (X3) dan pengalaman selama di perjalanan (X8). Hasil analisis terhadap ketujuh variabel bebas yang mempengaruhi variabel tidak bebas dapat dilihat bahwa hanya terdapat dua variabel yang secara signifikan mempengaruhi keterlambatan yaitu variabel kategori alamat rumah pegawai (X4) dan golongan pegawai (X7). Agar terhindar dari permasalahan keterlambatan tiba di kantor maka pegawai Dinas Bina Marga Kota Medan yang kategori alamat sangat jauh diharapkan mempercepat jam keberangkatan sedini mungkin dan hendaknya memberikan sanksi yang lebih berat bagi pegawai golongan tinggi yang sering terlambat tiba di kantor.en_US
