dc.description.abstractBOK (Health Operational Aid) is the aid from the central government to local governments to realize the achievement of the target of Minimal Service Standard in Health Field and MDGs in 2015 through the improvement in performance of Puskesmas and its network, Poskesdes/Polindes, and other UKBMs in organizing promotional and preventive health service. The achievement of BOK’s target, according to the standard guidelines is highly influenced by the availability of sources at Puskesmas, such as energy, funds, and supporting facilities. The objective of the research was to find out the readiness of human resources at Puskesmas in implementing the activities of BOK. The research was conducted in order to evaluate the implementation of BOK activities at Puskesmas in Dairi District through systematic approach, viewed from input and output processes. The type of the research was descriptive with qualitative design. The informants were the Head of Puskesmas in Dairi District who had implemented BOK from the period of 2010-2012 consecutively and the management of BOK at the Health Service of Dairi District in 2012. The data were gathered by conducting in-depth interviews and documentary study, using tape recorder and stationery. The result the evaluation on BOK activities at Puskesmas in the input stage included policy, energy, funds, and supporting facilities. The policy of BOK was a good policy for the sake of public interest. Energy was adequate in carrying out the activities although the use of energy by the Head of Puskesmas was not maximal in carrying out the activities. The use of the source of funds by Puskesmas was not integrated, and the supporting facilities were adequate in implementing minimal Service Standard. The process was not in line with the technical guidelines of the program which had been established in the planning of Puskesmas and the implementation of Puskesmas mini-workshop. Finally, the output which was the achievement of minimal Service Standard was in line with what had been expected.en_US
