Pengaruh Aktivitas Pasar terhadap Tingkat Pelayanan Jalan (Studi Kasus: Pasar Kampung Lalang)

Abstract

Traditional markets turned out to have a strong capacity to withstand macroeconomic situasti uncertain , and not slumped as formal economic activity or large-scale economic activity . The market has been functioning as a safety net and job provider for many communities . For residents of Medan, Gatot Subroto Street as one of the primary arterial road located in District Sunggal field is one way that has an important role in supporting the development of the sectors of trade, office, education , and services in the city of Medan . However Jalan Gatot Subroto was also not free from congestion problems , precisely in front of the Market Kampung Lalang often congested, especially in the morning . From the background and the problems above , the importance of the purpose of the study , which determine the level of road service market to be operating during and after the operation (not to be operating), and other factors affecting the level of service at Gatot Subroto street markets Kampung Lalang . The results of the study can be seen operating activities before the market began to occur at 05.00 pm and the side barriers at 07.00 AM in the morning on Gatot Subroto Street, F ( > 1.0 ), which means a state of bad roads, low speed , traffic volume over greater than the capacity of the existing road, the vehicle that takes a lot of road shoulders , long queues and there are huge obstacles because the volume per capacity or V / C ratio of 1.08 so that the flow of traffic to be blocked. Congestion that occurs prior to when the market is operating due to the intensity of the public on the use of the road where the market activities of street vendors by leveraging the road so that the low-speed side obstacles and interference . The intensity of daily activities merupaka also trigger congestion that occurs as the movement destination shopping trips , go to the office , school , and just pass this way . In the time after the market operates at 17.00-18.00 pm in the afternoon , Gatot Subroto Street known to be at level of service C ( = 0.80 ) , which means that along the way of traffic flow is good and stable with the slowdown can still accepted . Congestion condition that occurs due to market activity began to occur again , like shopping and come home from work , but the intensity of the movement activity is not as dense morning activity . And other factors caused by the attractive influence traffic ( level of service ) in the form of an increase in market activity time during the hours of peak/busy (peak hours); problems of parking spaces and public transport including the accumulation of activity in land use .

Pasar tradisional ternyata mempunyai kapasitas yang kuat untuk bertahan pada situasti ekonomi makro yang tidak menentu, dan tidak terpuruk seperti aktivitas ekonomi formal atau aktivitas ekonomi yang berskala besar. Pasar telah berfungsi sebagai jaring penyelamat dan penyedia lapangan kerja bagi sebagian masyarakat. Bagi penduduk Kota Medan, Jalan Gatot Subroto sebagai salah satu jalan arteri primer yang terletak di Kecamatan Medan Sunggal merupakan salah satu jalan yang mempunyai peranan penting dalam mendukung perkembangan sektor- sektor perdagangan, perkantoran, pendidikan, dan jasa di kota Medan. Namun Jalan Gatot Subroto juga tidak lepas dari masalah kemacetan, tepatnya di depan Pasar Kampung Lalang sering mengalami kemacetan terutama pada pagi hari. Dari latar belakang dan permasalah di atas, maka didapat tujuan dari penelitian, yaitu mengetahui tingkat pelayanan jalan pada saat pasar beropersi dan sesudah beroperasi (tidak beropersi), dan faktor-faktor lain yang mempengaruhi tingkat pelayanan jalan di jalan Gatot Subroto Pasar Kampung Lalang. Hasil dari kajian dapat diketahui Aktivitas pasar sebelum beroperasi pukul 05.00 Wib mulai terjadi hambatan samping dan pukul 07.00 Wib di pagi hari pada ruas Jalan Gatot Subroto yaitu F (>1,0) yang berarti keadaan ruas jalan yang macet, kecepatan rendah, volume kendaraan lebih besar dari kapasitas jalan yang ada, kendaraan banyak yang mengambil bahu jalan, antrian panjang dan terjadi hambatan-hambatan yang besar karena volume per kapasitas atau V/C ratio sebesar 1,08 sehingga arus lalu lintas menjadi terhambat. Kemacetan yang terjadi sebelum saat pasar beroperasi disebabkan intensitas kegiatan masyarakat pada penggunaan jalan tersebut dimana kegiatan pasar PKL dengan memanfaatkan badan jalan sehingga kecepatan rendah dan gangguan hambatan samping. Intensitas kegiatan harian juga merupaka pemicu kemacetan yang terjadi seperti adanya pergerakan tujuan perjalanan berbelanja, pergi ke kantor, sekolah, dan sekedar melewati jalan ini. Pada waktu sesudah beroperasi pasar pukul 17.00-18.00 Wib di sore hari , ruas Jalan Gatot Subroto berada pada tingkat pelayanan jalan C (=0,80), yang berarti di sepanjang jalan tersebut aliran lalu lintas masih baik dan stabil dengan perlambatan yang masih dapat diterima. Kondisi kemacetan yang terjadi disebabkan aktivitas pasar mulai terjadi lagi seperti berbelanja dan pulang kerja, tetapi intensitas pergerakan kegiatan tidak sepadat aktivitas pagi hari. Dan factor – factor lain yang ditimbulkan oleh pengaruh tarikan lalu lintas (tingkat pelayanan jalan) berupa peningkatan waktu aktivitas pasar pada jam-jam puncak/sibuk (peak hours); permasalahan ruang parkir dan angkutan umum termasuk akumulasi aktivitas kegiatan tata guna lahan.
