dc.description.abstractOn economic development in Indonesia Small and Medium Enterprises (SME) sector has always been described as having an important role, because it involves the most number of people living in these business activities in both traditional and modern sectors. The development of small businesses are expected to compete well with large market in the middle of its free market is happening right now, other than that small businesses can be expected to increase incomes, employment opportunities, and prosperity of society as a whole so that the creation of competition and the stability of Indonesia's economy is good. The therories used in this research are internal and external environment of business, and balance scorcard perspectives to measure the performance. The purposes of this research are to study and analyze the impact of internal environment small scale business consisted of capital, marketing, and human resourse on the performance, and to study and analyze the impact of external environment small scale business consisted of capital acces, and government policy on the performance of the small scale business in Medan. The method used in this study is a survey approach to the type of research is descriptive quantitative and explanatory. The population used is the Small Business built PT. Ventura resident of North Sumatera in Medan city and get the financing over Rp 100 million. Small businesses that meet these criteria totaled 35 joint-venture companies (the debtor). Sampling in this study is the purposive sampling is sampling with certain considerations. These considerations include ease of performance measurement of small businesses by using the four perspectives in balance scorecard. The methods of collecting data are distributing a list of questions and documentary studies. The method of analysis data used in the study were multiple linear regression. The result showed that the internal environment of small businesses consisting of capital, marketing and human resources have a positive and significant impact on the performance of small businesses. The external environment which consist of small businesses access capital and government policies have a positive and significant impact on the performance of small businesses in the city of Medan.en_US
