Analisis Faktor-Faktor Yang Mempengaruhi Kualitas Peserta Pelatihan pada Balai Besar Latihan Kerja Industri ( BBLKI ) Medan

Abstract

Balai Besar Latihan Kerja Industri (BBLKI) Medan is one of the training centers owned by Kementrian Tenaga Kerja (KEMENAKER), the main task of the institution is providing training and guidance to the public in the field of techniques such as welding, automotive, electronics, machinery, etc. The problem faced by the institution at this time is low absorptive of its graduates by industries in Medan and surrounding areas, and it required a research that aims to identify the causes of problem and recommendation strategies / policies to improve the quality of training participant in order to improve market absorption of the BBLKI Medan graduates in the future. From the results of simultaneous test, it was found that the factor of curriculum, duration of training and infrastructure amounted to 84.7% effect on the quality of the training participant, while the remaining 15.3% is influenced by other factors. It shows that three factors are dominating factor of training participant’s ability. From here, if BBLKI Medan want to enhance the quality of graduates, then these three factors should be the concern of BBLKI Medan’s stakeholders, from these three factors, the most influential factor is the facilities and infrastructure (0.483), curriculum (0.374), and length (duration) of training (0.198). Finally the overall improvement of the quality of training will bring remarkable domino effect on the quality, productivity and income of workers, along with rising corporate profits and taxes received by the state.

Balai Besar Latihan Kerja Industri ( BBLKI ) Medan merupakan salah satu balai pelatihan industri milik Kementerian Tenaga Kerja ( KEMENAKER ) yang bertugas untuk memberikan pelatihan dan pembinaan kepada masyarakat di bidang industri seperti las, otomotif, elektronika, mesin dll. Permasalahan yang dihadapi oleh institusi tersebut saat ini adalah masih rendahnya daya serap industri terhadap peserta pelatihan pada BBLKI Medan, untuk itu dibutuhkan penelitian yang bertujuan untuk mengidentifikasi penyebab masalah dan rekomendasi strategi/kebijakan untuk meningkatkan ketrampilan (skill) peserta pelatihan dalam rangka meningkatkan daya serap pasar terhadap peserta pelatihan BBLKI Medan pada masa yang akan datang. Dari hasil uji simultan, ditemukan bahwa faktor kurikulum, lama pelatihan dan sarana prasarana berpengaruh sebesar 84,7 % terhadap kualitas peserta pelatihan, sedangkan 15,3 % sisanya di pengaruhi oleh faktor lain. Ini menunjukkan bahwa ketiga faktor tersebut mendominasi faktor kualitas peserta pelatihan, artinya jika BBLKI Medan hendak meningkatkan kualitas peserta pelatihannya, maka ketiga faktor ini perlu menjadi perhatian penting seluruh stakeholders BBLKI Medan. Dari ketiga faktor tersebut, faktor yang paling berpengaruh adalah Sarana dan prasarana (0,483), Kurikulum (0,374), dan Lama (durasi) pelatihan (0,198). Akhirnya perbaikan menyeluruh terhadap kualitas pelatihan akan membawa efek domino yang luar biasa produktifitas dan kesejahteraan pekerja yang disertai dengan naiknya profit perusahaan dan pajak yang diterima oleh negara.
