Strategi Perlawanan Masyarakat Desa Nambiki Terhadap PT. Langkat Nusantara Kepong (LNK)

Abstract

North Sumatra as an area that has the potential to produce crops, land management conflicts are also a problem that often occurs. One of the land problems that occurred was between the people of Nambiki Village and PT. Langkat Nusantara Kepong (LNK). From the conflict various kinds of events have occurred, what is interesting to do research is how the community resistance strategy against the company. Strategy is a way or skill in organizing or planning, while the resistance movement is a challenge based on a goal, in continuous interaction with opposing parties, rivals or enemies. This means that the strategy of resistance is how to organize continuous interaction with the opposing party. This resistance will fight for the collective goals that are intended with persistence and challenge the obstacles that hinder the achievement of the goals. This research is a descriptive study with a qualitative approach which aims to find out how the strategy of the Nambiki Village community's resistance to PT. Langkat Nusantara Kepong (LNK) to obtain community rights to the land which is a place of survival. Factors that encourage resistance to occur are aspects of the history or background of land ownership, legal aspects as the basis for community rights, aspects of the issuance of Legal Use Rights (HGU) which are legally flawed, distribution of ties of love and rejection of acts of violence. The community implements strategies when there is an opportunity, for example when there are beatings, taking direct action in the form of demonstrations to related parties, holding consolidations with activists and holding discussions for mental and knowledge development. Basically this research is expected to add to the repertoire of research and can increase knowledge. Therefore, the resistance movement carried out by the people of Nambiki Village requires more creative campaigns to attract the attention of the community, so that the attitude of solidarity between the residents of Nambiki Village itself and to other movement organizations is maintained.

Sumatera Utara sebagai daerah yang potensial menghasilkan hasil bumi, konflik pengolaan tanah juga menjadi persoalan yang sering terjadi. Salah satu persoalan tanah yang terjadi adalah antara masyarakat Desa Nambiki dengan PT. Langkat Nusantara Kepong (LNK). Dari konflik tersebut berbagai macam peristiwa telah terjadi, yang menarik untuk dilakukan penelitian adalah bagaimana strategi perlawanan masyarakat terhadap perusahaan.Strategi adalah cara atau keahlian dalam mengatur atau merencanakan, sedangkan gerakan perlawanan adalah tantangan yang didasarkan adanya tujuan, dalam interaksi yang berkelanjutan dengan pihak-pihak lawan, saingan atau musuh. Artinya strategi perlawanan merupakan bagaimana cara mengatur interaksi yang berkelanjutan dengan pihak lawan. Perlawanan ini akan memperjuangkan tujuan-tujuan kolektif yang dimaksud dengan gigih serta menantang penghalang yang menghambat tercapainya tujuan. Penelitian ini merupakan penelitian deskritif dengan pendekatan kualitatif yang bertujuan untuk mengetahui bagaimana strategi perlawan masyarakat Desa Nambiki terhadap PT. Langkat Nusantara Kepong (LNK) untuk mendapatkan hak masyarakat atas tanah yang menjadi tempat keberlangsungan hidup. Faktor yang mendorong terjadi perlawanan adalah aspek sejarah atau latar belakang kepemilikan tanah, aspek hukum sebagai alas hak masyarakat, aspek terbitnya Hak Guna Usaha (HGU) yang cacat hukum, pembagian tali asih dan penolakan terhadap tindak kekerasan. Masyarakat melancarkan strategi saat ada kesempatan, misalnya ketika adanya pemukulan, melakukan aksi langsung berupa demonstrasi ke pihak-pihak yang terkait, menggelar konsolidasi dengan aktivis-aktivis dan melakukan diskusi untuk pengembangan mental dan pengetahuan. Pada dasarnya penelitian ini diharapkan dapat menambah khasanah penelitian dan dapat menambah pengetahuan. Oleh karena itu gerakan perlawanan yang dilakukan masyarakat Desa Nambiki perlulah sebuah kampanye-kampanye yang lebih kreatif guna menarik perhatian masyarakat, sehingga sikap solidaritas baik antar warga Desa Nambiki itu sendiri maupun ke organisas-organisasi gerakan lain tetap terjaga.
