Badan Usaha Milik Desa (Bumdes) Bersama dalam Pemberdayaan Ekonomi Masyarakat Desa (Studi pada Bumdes Bersama Kecamatan Sei Rampah Kabupaten Serdang Bedagai)

Abstract

The establishment of Village-Owned Enterprises aims to drive local economic development at the village level. The local economic development of this village is based on the needs, potential, capacity of the village, and capital participation from the village government in the form of financing and village wealth with the ultimate goal of improving the economic level of the village community. The purpose of the study was to analyze the Village-Owned Enterprises (BUMDes) Together in Economic Empowerment of Village Communities (Study on Joint BUMDes, Sei Rampah District, Serdang Bedagai Regency). The method used in this research is descriptive qualitative research method. Data collection techniques in this study were field research conducted by means of observation, interviews, documentation, and literature research. The data analysis technique used in this study refers to the concept of Milles & Huberman data reduction, data presentation, and drawing conclusions. The results of the research of BUMDes with "Sei Rampah" in empowering the community's economy serves to increase the ability of the community to develop their businesses. Several business units established by BUMDes Bersama provide opportunities for the community to get new jobs, and are able to help the community mobilize their potential. BUMDes Bersama provides motivation and stimulus for the community in developing their business in order to increase family economic income. The management of the Joint BUMDes "Sei Rmpah" Serdang Bedagai Regency is good, the collected funds go into the village treasury, which is then allocated for physical and non-physical community needs. The various business units managed by the Joint BUMDes provide opportunities for the community to develop their business by collaborating with the Joint BUMDes "Sei Rampah". Factors Affecting the Role of BUMDES with Seirampah, Supporting Factors Human Resources owned by BUMDes managers and Sei Rampah are experienced BUMDes Director and supporting Village Heads, and Initial Government Fund Allocation from the policy of Village Owned Enterprises and BUMNDes Bersama was an initiative of the local government who sees that the natural resources owned by each village area can be the main driver in building rural welfare. The factors that hinder the management of the Village- Owned Enterprises Together with Sei Rampah. The inhibiting factors described include: the geographical condition of the villages that are members of the Joint Bumdes community and the community's assumption that BUMDes is the same as community assistance that is usually provided by the government such as BLT.

Pembentukan Badan Usaha Milik Desa bertujuan sebagai penggerak pembangunan ekonomi lokal tingkat desa. Pembangunan ekonomi lokal desa ini didasarkan oleh kebutuhan, potensi, kapasitas desa, dan penyertaan modal dari pemerintah desa dalam bentuk pembiayaan dan kekayaan desa dengan tujuan akhirnya adalah meningkatkan taraf ekonomi masyarakat desa. Tujuan penelitian adalah untuk menganalisis Badan Usaha Milik Desa (BUMDes) Bersama dalam Pemberdayaan Ekonomi Masyarakat Desa (Studi Pada BUMDes Bersama Kecamatan Sei Rampah Kabupaten Serdang Bedagai). Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Teknik pengumpulan data dalam penelitian ini penelitian lapangan dilakukan dengan cara observasi, wawancara, dokumentasi, dan peneliitan literatur kepustakaan. Teknik analisis data yang digunakan dalam penelitian ini adalah mengacu pada konsep Milles & Huberman reduksi data, penyajian data, dan penarikaan kesimpulan. Hasil penelitian BUMDes Bersama “Sei Rampah” dalam pemberdayaan ekonomi masyarakat berfungsi meningkatkan kemampuan masyarakat dalam mengembangkan usaha yang dimilikinya. Beberapa unit usaha yang didirikan oleh BUMDes Bersama memberikan peluang kepada masyarakat untuk memperoleh pekerjaan baru, serta mampu membantu masyarakat memobilisasi potensi yang dimilikinya. BUMDes Bersama memberikan motivasi dan stimulus masyarakat dalam mengembangkan usahanya guna meningkatkan pendapatan perekonomian keluarga. Pengelolaan BUMDes Bersama “Sei rampah” Kabupaten Serdang Bedagai secara baik, dana yang terkumpul masuk kedalam kas desa, yang kemudian dana tersebut dialokasikan untuk kebutuhan masyarakat secara fisik maupun non fisik. Adapun berbagai unit usaha yang dikelola oleh BUMDes Bersama memberikan kesempatan kepada masyarakat untuk mengembangkan usahanya dengan bekerja sama dengan BUMDes Bersama “Sei Rampah”. Faktor- Faktor Yang Mempengaruhi Perananan BUMDES Bersama Seirampah, Faktor Pendukung Sumber daya Manusia dimiliki oleh pengelola BUMDes dan Sei Rampah adalah Direktur BUMDes berpengalaman dan Kepala Desa pendukung, dan Alokasi Dana Pemerintah Awal dari kebijakan Badan Usaha Milik Desa dan BUMNDes Bersama merupakan inisiasi dari pemerintah daerah yang melihat bahwa sumber daya alam yang dimiliki Setiap wilayah desa dapat menjadi penggerak utama dalam membangun kesejahteraan pedesaan. Adapun faktorfaktor yang menghambat pengelolaan Badan Usaha Milik Desa Bersama Sei Rampah. Adapun faktor penghambatnya yang dijelaskan antara lain: kondisi geografis desa-desa yang menjadi anggota masyarakat Bumdes Bersama dan Asumsi Masyarakat bahwa BUMDes itu sama dengan Bantuan masyarakat yang biasanya diberikan oleh pemerintah seperti BLT.
