The Government of the Republic of Indonesia has established a 2015-2019 National Medium-Term Development Plan (RPJMN). The 2015-2019 RPJM includes maritime or maritime aspects in the vision and mission of development. The Belawan Port currently has a Belawan Port Master Plan (RIP) which has been established through a Minister of Transportation's PM Regulation. 21 of 2012 and revised in 2018. This study aims to: 1. To analyze the suitability of the 2015-2019 National Medium Term Development Plan (RPJMN) against the 2012 Belawan Port Master Plan (RIP) (2018 Revision).. 2. To analyze the impact of Belawan Port development on the welfare of surrounding communities. The method used is descriptive qualitative-quantitative with a secondary data analysis (ADS) approach. The population of this research is the community in Medan Belawan sub-district and the sampling method used is the times series design and non-probability purposive sampling. The research data used were from the Statistics Agency (BPS) of Medan City, PT. Pelabuhan Indonesia I (Pelindo I) and validated with data analysis from Googlemap. The results of this study are: 1. Port development is very important for regional development. A port is part of a transportation system that generates benefits in the form of a multiplier effect from the existence of sea transportation which is supported by well-managed ports. Based on the established Belawan Port Master Plan (RIP), it is currently arranging the terminal according to commodity or type of service to make loading and unloading activities more effective. 2. The impact of the development of Belawan port on the real welfare of the community in Medan Belawan District in terms of social and economic aspects. Social aspects can be seen, namely the rate of population growth, the level of density, the level of immigrant population. Economic aspects can be seen with the development of trade and industry. The results of the study were then strengthened using online data analysis from Googlemap, namely map data, business locations and business photos around the port of Belawan.
