Analisis Pengaruh Potensi Ekonomi Terhadap Pertumbuhan Ekonomi Kabupaten Deli Serdang

Abstract

Economic growth is the main standard of the success of the success in development which can be beneficial for the people. Local government should have the map of economic potentials in order to get more productive direction of the development and to increase economic growth. The objective of the research is to analyze economic potential, economic growth rate, and high-ranking sectors which prioritize the development in Deli Serdang Regency. The data are analyzed by using Location Quotient (LQ) analysis, Dynamic Location Quotient (DLQ) analysis, Shift Share analysis, and Klassen Typology. The result of LQ analysis shows that there are 5 (five) basic sectors: transportation and warehousing sector, processing industry sector, construction sector, accommodation and food and beverage supply sector, and electricity and gas supply sector. The result of DLQ analysis shows that there are 10 (ten) basic sectors in the future: processing industry sector, electricity and gas supply sector, wholesale and retail sector, automobile and motorcycle reparation sector, transportation and warehousing sector, accommodation and food and beverage supply sector, financial service and insurance sector, real estate sector, company service sector, education service sector, health service and social activity sector. The result of Shift Share analysis shows that there are 10 (ten) basic sectors which are competitive sector which has positive differential values: processing industry sector electricity and gas supply sector, construction sector, wholesale and retail sector, automobile and motorcycle reparation sector, accommodation and food and beverage supply sector, financial service and insurance sector, real estate sector, company service sector, education service sector, and health service and social activity sector. The result of Klassen Typology shows that there are 5 (five) prioritized sectors: processing industry sector, electricity and gas supply sector, construction sector, transportation and warehousing sector, and accommodation and food and beverage supply sector. Based on the four analyses above, it is concluded that the prioritized sectors are processing industry sector, electricity and gas supply sector, construction sector, and accommodation and food and beverage supply sector.

Pertumbuhan ekonomi merupakan ukuran utama keberhasilan pembangunan, dan hasil dari pertumbuhan ekonomi akan dapat dinikmati masyarakat. Pemerintah daerah harus memiliki potret potensi perekonomian sehingga dapat menentukan arah pembangunan yang lebih produktif dan mendorong peningkatan pertumbuhan ekonomi. Penelitian ini bertujuan untuk menganalisis potensi ekonomi, laju pertumbuhan ekonomi dan menentukan sektor unggulan yang menjadi prioritas pembangunan di Kabupaten Deli Serdang. Alat analisis yang digunakan dalam penelitian ini, yaitu analisis Location Quotient (LQ), analisis Dynamic Location Quotient (DLQ), analisis Shift Share dan analisis Tipologi Klassen. Hasil analisi LQ menunjukkan bahwa terdapat 5 (lima) sektor basis yaitu sektor transportasi dan pergudangan; sektor industri pengolahan; sektor konstruksi; sektor penyediaan akomodasi dan makan minum; dan sektor pengadaan listrik dan gas. Hasil analisis Dynamic Location Quotient (DLQ) terdapat 10 (sepuluh) sektor basis di masa mendatang yaitu sektor industri pengolahan; sektor pengadaan listrik dan gas; sektor perdagangan besar dan eceran; reparasi mobil dan sepeda motor; sektor transportasi dan pergudangan; sektor penyediaan akomodasi dan makan minum; sektor jasa keuangan dan asuransi; sektor real estate; sektor jasa perusahaan; sektor jasa pendidikan; dan sektor jasa kesehatan dan kegiatan sosial. Hasil analisis Shift Share menunjukkan bahwa terdapat 10 (sepuluh) sektor yang merupakan sektor kompetitif atau memiliki daya saing atau memiliki nilai differential shift positif, yaitu sektor sektor industri pengolahan; sektor pengadaan listrik dan gas; sektor konstruksi; sektor perdagangan besar dan eceran; reparasi mobil dan sepeda motor; penyediaan akomodasi dan makan minum; sektor jasa keuangan dan asuransi; sektor real estate; sektor jasa perusahaan; sektor jasa pendidikan; dan sektor jasa kesehatan dan kegiatan sosial. Hasil analisis Tipologi Klassen menunjukkan bahwa terdapat 5 (lima) sektor andalan yaitu sektor industri pengolahan; sektor pengadaan listrik dan gas; sektor konstruksi; sektor transportasi dan pergudangan; dan sektor penyediaan akomodasi dan makan minum. Berdasarkan hasil perhitungan dari keempat alat analisis yaitu LQ, DLQ, Shift Share dan Tipologi Klassen menunjukkan bahwa sektor yang menjadi sektor unggulan adalah sektor industri pengolahan; sektor pengadaan listrik dan gas, sektor konstruksi; dan sektor penyediaan akomodasi dan makan minum.
