Model Komunikasi Tim Investigasi Balai Veteriner Medan dalam Menangani Wabah African Swine Fever di Sumatera Utara

Abstract

The objective of the research is to analyse the communication process of the investigation team at the Medan Veterinary Center, during their investigation, to analyse the inhibiting factors of communication faced by the personnel and their effort to handle them, and to indentify an effective communication model in the investigation of African Swine Fever (ASF) outbreak in North Sumatera. The research employs constructivism paradigm with qualitative approach and interpretative phenomenological method. The data are collected through in-depth interview and documentary study. Four medical veterinaries and one paramedical veterinary are taken as informants. The findings of the research show that, in order to be accepted by the pig raisers, the investigation team uses five stages of self-disclosure, the stage of greetings, the stage of talking about small talks, the stage of conveying ideas, the stage of expressing internal feeling, and the stage of serious talks. An attempt to extend the transparency of pig raisers with the investigator is done in accordance with the theory of johari’s windows; that is, by narrowing the pig raisers’ hidden area and blind area through communication, information, and education activities done by the investigators. The whole communication process in the ASF investigation is in the forms of small group communication and personel communication technique. The inhibiting factors in communication are the process of conveying, physical obstruction, semantic obstruction, and psychosocial obstruction. The effective communication model used by investigation team of Medan Veterinary Center, in the case of ASF outbreak in North Sumatera is identified by adopting convergence communication model in the form of transactional network communication.

Penelitian ini bertujuan menganalisis proses komunikasi tim investigasi Balai Veteriner Medan saat melakukan investigasi, menganalisis hambatan komunikasi yang dihadapi petugas Balai Veteriner Medan serta upaya petugas dalam menanganinya, dan mengidentifikasi model komunikasi yang efektif dalam kegiatan investigasi wabah African Swine Fever di Sumatera Utara. Penelitian ini disusun dengan menggunakan paradigma konstruktivis melalui pendekatan kualitatif dengan metode fenomenologi interpretatif. Data dikumpulkan melalui wawancara mendalam dan studi dokumentasi. Informan dalam penelitian ini terdiri dari 4 orang medik veteriner, 1 orang paramedik veteriner. Hasil penelitian menunjukkan bahwa untuk dapat diterima oleh peternak, tim investigasi menggunakan 5 tahapan selfdisclosure, yaitu: tahap tegur sapa, tahap membicarakan hal diluar kegiatan, tahap menyatakan gagasan, tahap mengungkapkan isi hati, dan tahap hubungan puncak. Usaha memperluas keterbukaan peternak kepada investigator dilakukan sesuai dengan teori Jendela Johari, yaitu dengan mempersempit area tersembunyi dan area buta yang dimiliki peternak melalui kegiatan komunikasi, informasi, dan edukasi yang dilakukan oleh investigator. Keseluruhan proses komunikasi yang terjadi pada kegiatan investigasi wabah ASF berbentuk komunikasi kelompok kecil dan komunikasi antarpribadi dengan menggunakan teknik komunikasi persuasif dan teknik komunikasi hubungan manusiawi. Hambatan komunikasi yang ditemukan adalah hambatan dalam proses penyampaian, hambatan secara fisik, hambatan semantik, dan hambatan psikososial. Model komunikasi yang efektif digunakan tim investigasi Balai Veteriner Medan pada kasus wabah ASF di Sumatera Utara diidentifikasi mengadopsi model komunikasi konvergensi dengan bentuk komunikasi jejaring dan berlangsung secara transaksional.
