Analisis Pelayanan Kesehatan Berbasis Program BPJS di Rumah Sakit Umum Methodist Susanna Wesley Selayang

Abstract

Related to health services provided by the Government through BPJS program in every hospital, where the attitude given by this hospital especially to BPJS patient and patient response BPJS especially related health services The purpose of this study to analyze health services based on BPJS program at General Hospital given by Susanna Wesley Methodist General Hospital. Health is a major human need, therefore development in the health sector needs to be implemented. Health development is a national development, then the government as the highest institution responsible for health maintenance must fulfill the obligation in the provision of health service facilities. The theory used in this research is structural functionalism by emphasizing manifest function and latent function of Susanna Wesley Methodist General Hospital in the presence of BPJS program. As it is known, the hospital's Social Function provides safe, quality and anti-discrimination and effective service. The research method is a qualitative descriptive research that makes the individual as the subject of research. Informant research in accordance with purposive procedure Data using three methods of structured interviews, observation and documentation. For structured interviews were also done to the patients BPJS and Susanna Wesley Methodist Hospital General as many as 12 people consisting of 4 women and 5 men, Hospital staff 3 Interpretation of data is done in stages ranging from data, data reduction to the results research and research recommendations. Function manifest or main function of the hospital with the BPJS program that runs in Methodist General Hospital Susanna Wesley is a social function of the Hospital in providing health services based on BPJS program especially to BPJS patients. As in his service in the provision of room facilities services, emergency medicine treatment. This is a manifest function of the hospital's health institution. In addition to the manifest function is the existence of latent function or the disguised function of the Hospital associated with the existence of BPJS program of the benefits of hospitals since the existence of BPJS program in hospital.From the results of research conducted, it can be known manifest function and latent function of the hospital associated with the existence of the program BPJS. The response of BPJS patients to the health services provided such as not accepting procedures according to the principle of BPJS provided by the hospital. In this case causing various problems to health services and facilities on the BPJS program and in Susanna Wesley Methodist General Hospital in terms of health care facilities, medical health services, health services based on administrative and so on.

Terkait dengan pelayanan kesehatan yang diberikan oleh Pemerintah melalui program BPJS di seriap rumah sakit, dimana sikap yang diberikan rumah sakit ini khususnya terhadap pasien BPJS dan tanggapan pasien BPJS khususnya terkait pelayanan kesehatan Tujuan penelitian ini untuk menganalisis pelayanan kesehatan berbasis program BPJS di Rumah Sakit Umum diberikan oleh pihak Rumah Sakit Umum Methodist Susanna Wesley ini. Kesehatan merupakan kebutuhan manusia yang utama, oleh karena itu pembangunan di bidang kesehatan perlu dilaksanakan. Pembangunan kesehatan merupakan pembangunan nasional, maka pemerintah sebagai institusi tertinggi yang bertanggung jawab atas pemeliharaan kesehatan harus memenuhi kewajiban dalam penyediaan sarana pelayanan kesehatan. Teori yang digunakan dalam penelitian ini adalah fungsionalisme structural dengan menekankan fungsi manifest dan fungsi laten Rumah Sakit Umum Methodist Susanna Wesley dengan adanya program BPJS. Seperti yang diketahui Fungsi Sosial rumah sakit memberikan pelayanan yang aman, bermutu anti diskriminasi,dan efektif. Metode penelitian merupakan penelitian deskriptif kualitatif yang menjadikan individu sebagai subjek penelitian. Informan penelitian ditentukan dengan prosedur purposif. Data dikumpulkan dengan menggunakan tiga metode yaitu wawancara terstruktur, observasi dan dokumentasi. Untuk wawancara terstruktur juga dilakukan kepada para pasien BPJS dan pegawai Rumah Sakit Umum Methodist Susanna Wesley sebanyak 12 orang yang terdiridari 4 orang perempuandan 5 orang laki-laki, Pegawai rumah sakit 3 Interpretasi data dilakukan secara bertahap mulai dari pengumpulan data, reduksi data hingga diperoleh kesimpulan dan rekomendasi penelitian. Fungsi manifest atau fungsi utama rumah sakit seusuai dengan visi dan etos kerja berbenturan dengan adanya prinsip-prinsip BPJS serta ketentuan-ketentuannya. Seperti dalam pelayanannya dalam pemberian pelayanan fasilitas kamar,obat-obatan penanganan darurat. Selain fungsi manifes yaitu adanya fungsi laten atau fungsi yang terselubung dari program BPJS yaitu dengan adanya program BPJS, adanya keuntungan Rumah sakit semenjak adanya program BPJS di rumah sakit. Dari hasil penelitian yang dilakukan, dapat diketahui fungsi manifes dan fungsi laten rumah sakit terkait dengan adanya program BPJS. Adanya tanggapan pasien BPJS terhadap pelayanan kesehatan yang diberikan seperti tidak menerima prosedur sesuai prinsip BPJS yang diberikan rumah sakit. Dalam hal ini menyebabkan berbagai permasalahan terhadap pelayanan kesehatan maupun fasilitas pada program BPJS dan yang ada di Rumah Sakit Umum Methodist Susanna Wesley dalam hal pelayanan kesehatan fasilitas, pelayanan kesehatan obat-obatan,pelayanan kesehatan berdasarkan administratif dan sebagainya.
