Implementasi Sistem Keuangan Desa (SISKEUDES) dalam Pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDES) di Desa Kodon-Kodon Kecamatan Merek Kabupaten Karo

Abstract

The village government is the organizer of government affairs and the interests of the local community in the government .\ystem of the Unitwy State of the Republic of Indonesia. One of the ta<ih of the village government is to manage village finances. Village Financial Management is currently through the Village Financial System Application (SISKEUDES). In Indonesia, many villages have implemented SISKE UDES, but the results have not been optimal. Delays in managing the budget and reporting village financial management accountability are still an obstacle for village governments to report accountability for activities in their respective villages, even though the Central Government has released the SISKE UDES application to villages. The explanation above illustrates that the Village Government should be able to more timely manage and report the budget that goes to the village. The research method used in this research is descriptive research with a qualitative approach with the subject of key informants and additional informants. Jn 2020 the SJSKEUDES Application Version 2.0.2 which in Kodon-Kodon Village is still ofjline. The theory of implementation used is the theory of implementation of the George C. Edward III Model. The results of the study indicate that the transparency in reporting village financial management is quite good, in terms of the existing resources in the village that are able to operate the SISKEUDES application, which is still very limited Technical implementers in operating the SISKE UDES application are often negligent in carrying out their duties in the SISKEUDES application. The bureaucratic structure is still less effective between the Village Head and the Technical Implementer of the SISKEUDES Application. The Village Head must wait/or the results of the financial reports prepared by the technical implementer of the SISKEUDES Application.

Pemerintah desa adalah penyelenggara urusan pemerintahan dan kepentingan masyarakat setempat dalam system pemerintahan Negara Kesatuan Republik Indonesia. Salah satu tugas pemerintah desa adalah mengelola keuangan desa. Pengelolaan Keuangan Desa saat ini sudah melalui Aplikasi Sistem Keuangan Desa ( SISKEUDES ). Di Indonesia sudah banyak desa yang mengimplementasikan SISKEUDES, namun hasilnya belum optimal. Keterlambatan di dalam mengelola anggaran dan pelaporan pertanggungjawaban pengelolaan keuangan desa masih menjadi kendala bagi pemerintah desa untuk melaporkan pertanggungjawaban kegiatan di desa masing- masing, walaupun sudah dirilis oleh Pemerintah Pusat Aplikasi SISKEUDES ke desa-desa. Paparan diatas menggambarkan bahwa Pemerintah Desa untuk lebih bisa secara tepat waktu dalam mengelola dan melaporkan anggaran yang masuk ke desa. Adapun metode penelitian yang dilakukan dalam penelitian ini adalah penelitian desktptif dengan pendekatan kualitatif dengan subjek informan kunci dan informan tambahan. Pada tahun 2020 Aplikasi SISKEUDES Versi 2.0.2 yang di Desa Kodon-Kodon masih bersifat offline. Teori Implementasi yang digunakan adalah teori implementasi Model George C. Edward III. Hasil penelitian menunjukkan bahwa keterbukaan di dalam pelaporan pengelolaan keuangan desa cukup baik, dalam hal sumber daya yang ada di desa yang mampu mengoperasikan Aplikasi SISKEUDES masih sangat terbatas. Pelaksana teknis dalam mengoperasikan Aplikasi SISKEUDES sering lalai dalam melaksanakan tugasnya dalam aplikasi SISKEUDES. Struktur Birokrasi masih kurang efektif antara Kepala Desa dengan Pelaksana Teknis Aplikasi SISKEUDES. Kepala Desa harus menunggu hasil laporan keuangan yang disusun oleh pelaksana teknis Aplikasi SISKEUDES.
