    Analisis penerapan Aplikasi Dingtalk sebagai Perencanaan dan pengembangan Sumber Daya Manusia Pada Masa Covid-19(Studi Pada PT. World Innovative Telecommunication Regional Rantauprapat

    Abstract
    Organizations and technology had an interrelated relationship such as a Management Information System that could process the company's human resources information. Human resource management (Human Resources Management) aimed to plan and develop the existing human resources so that they could be managed effectively and efficiently. Covid-19 pandemic certainly had an impact on companies in carrying out their activities. One of them had an impact on the planning and development of human resources at PT. World Innovative Telecommunication. In this case, the Company could not directly interact or meet face to face with its employees such as in conducting recruitment, training and so on. However, in this research the company utilized the Dingtalk Application as a solution to these problems that was a Management Information System for the company. The purpose of this study was to analyze how the application of SIM (Dingtalk Application) as human resource planning and development in companies during the Covid-19 era. As well as knowing the features available on the Dingtalk Application where these features were useful for the company. The research method used a descriptive method with a qualitative approach and this study also used supporting data by conducting interviews with closed questions that were distributed to supporting informants. The results of the study indicated that the implementation of HR planning through the Dingtalk application could facilitate companies in terms of recruitment and could analyze HR needs without having to meet face-to-face directly. Then the implementation of HR development carried out by companies such as online training and Olearning features which available on the Dingtalk Application showed that it was not optimal yet, such as if there was a vacancy, the company would promote the position, meanwhile the fact was the company still assessed the quality of human resources who would replace it. If the position did not match the criteria, the company would conduct external recruitment. This means that in this case there were doubts about the company in carrying out promotions, and it could be interpreted that the development of human resources carried out at this time did not necessarily guarantee that the human resources were qualified.
     
    Organisasi dan teknologi memiliki hubungan yang saling berkaitan seperti Sistem Informasi Manajemen yang dapat mengolah informasi sumber daya manusia perusahaan. Manajemen sumber daya manusia (Human Resources Management) bertujuan untuk merencanakan dan mengembangkan sumber daya manusia yang ada agar dapat dikelola secara efektif dan efisien. Pandemi Covid-19 tentunya memiliki dampak bagi perusahaan dalam menjalankan aktivitasnya. Salah satu nya berdampak terhadap perencanaan dan pengembangan sumber daya manusia pada PT. World Innovative Telecommunication. Dalam hal ini Perusahaan tidak dapat melakukan interaksi secara langsung atau tatap muka dengan karyawannya seperti dalam melakukan rekrutmen, pelatihan dan sebagainya. Namun dalam penelitian ini perusahaan memanfaatkan Aplikasi Dingtalk sebagai solusi terhadap permasalahan tersebut yang merupakan Sistem Informasi Manajemen bagi perusahaan. Tujuan dari penelitian ini untuk menganalisis bagaimana penerapan SIM (Aplikasi Dingtalk) sebagai perencanaan dan pengembangan SDM pada perusahaan dimasa Covid-19. Serta juga mengetahui fitur-fitur yang tersedia pada Aplikasi Dingtalk yang dimana fitur-fitur tersebut bermanfaat bagi perusahaan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Serta Penelitian ini juga menggunakan data pendukung dengan melakukan wawancara dengan pertanyaan tertutup yang disebar kepada informan pendukung. Hasil penelitian menunjukkan bahwa penerapan Perencanaan SDM yang dilakukan melalui Aplikasi Dingtalk diantaranya dapat memudahkan perusahaan dalam hal rekrutmen serta dapat menganalisis akan kebutuhan SDM tanpa harus tatap muka secara langsung. Kemudian penerapan pengembangan SDM yang dilakukan oleh perusahaan seperti adanya pelatihan online dan fitur Olearning yang tersedia pada Aplikasi Dingtalk menunjukkan belum begitu maksimal, seperti jika terjadi kekosongan jabatan, maka perusahaan melakukan promosi jabatan, namun yang terjadi perusahaan tetap saja menilai kualitas SDM yang akan menggantikan posisi tersebut, jika tidak sesuai dengan kriteria maka perusahaan melakukan rekrutmen eksternal. Artinya dalam hal ini ada keraguan perusahaan dalam melakukan promosi jabatan, serta dapat diinterpretasikan bahwa pengembangan SDM yang dilakukan pada saat ini belum tentu menjamin bahwa SDM tersebut qualified.
