This research aims to identify and analyze the Role of Intrapersonal Conflict as a
Moderating Variable of the Influence of Organizational Behavioral Factors (Affective Commitment,
Continuance Commitment, Normative Commitment, Ethical Leadership, Transformational
Leadership Behavior and Attitudes), E-Government and Government Internal Control Systems on
Implementation of Good Governance at Badan Pengelola Keuangan dan Aset Daerah (BPKAD) in
North Sumatra Province.
This research was conducted in 25 districts and 8 cities in North Sumatra Province. The
sample was selected using purposive sampling and using the Slovin formula. The analytical method
used for the research hypothesis is a full model analysis of Structural Equation Modeling (SEM)
with SmartPLS.
The results conclude that organizational behavior has a positive and insignificant effect on
the implementation of good governance. Affective Commitment has a negative and significant effect
on the implementation of good governance, while Continuance and Normative Commitments have
a positive and significant effect on the implementation of good governance. Ethical Leadership has
no effect on the Implementation of Good Governance. Transformational Leadership Behavior has a
positive and significant effect on the implementation of good governance. Attitude has a positive
and significant effect on the implementation of good governance. E-Government has a positive and
insignificant effect on the implementation of good governance. The Government's Internal Control
System has a positive and insignificant effect on the implementation of good governance. The role
of Intrapersonal Conflict is not able to moderate the effect of Affective Commitment on the
Implementation of Good Governance. The role of intrapersonal conflict weakens the influence of
continuance commitment to the implementation of good governance, the role of intrapersonal
conflict is able to strengthen the influence of normative commitment to the implementation of good
governance. The role of intrapersonal conflict is able to weaken the influence of ethical leadership
on the implementation of good governance. The Role of Intrapersonal Conflict is Not Able to
Moderate Transformational Leadership Behavior on the Implementation of Good Governance. The
role of Intrapersonal Conflict is not able to moderate the Influence of Attitudes on the
Implementation of Good Governance. The role of Intrapersonal Conflict is not able to moderate the
Effect of E-Government on the Implementation of Good Governance. The Role of Intrapersonal
Conflict Can Strengthen the Influence of the Government's Internal Control System on the
Implementation of Good Governance. Penelitian ini bertujuan untuk menguji dan menganalisis Peran Konflik Intrapersonal
sebagai Pemoderasi Pengaruh Faktor Keperilakuan Organisasi (Komitmen Afektif, Komitmen
Kontinu, Komitmen Normatif, Kepemimpinan Etis, Perilaku dan Sikap Kepemimpinan
Transformasional), E-Government dan Sistem Pengendalian Internal Pemerintah terhadap
Implementasi Good Governance pada Badan Pengelola Keuangan dan Aset Daerah (BPKAD) di
Provinsi Sumatera Utara.
Penelitian ini dilakukan pada 25 Kabupaten dan 8 Kota di Provinsi Sumatera Utara. Sampel
terpilih dengan menggunakan purposive sampling dan menggunakan rumus Slovin. Metode analisis
yang digunakan untuk hipotesis penelitian dengan analisis full model Struktural Equation Modeling
(SEM) dengan SmartPLS.
Hasil menyimpulkan Keperilakuan Organisasi berpengaruh positif dan tidak signifikan
Terhadap Implementasi Good Governance. Komitmen Afektif berpengaruh negatif dan signifikan
Terhadap Implementasi Good Governance, Sedangkan Komitmen Kontinu dan Normatif
berpengaruh positif dan signifikan terhadap Implementasi Good Governance. Kepemimpinan Etis
tidak berpengaruh Terhadap Implementasi Good Governance. Perilaku Kepemimpinan
Transformasional berpengaruh positif dan signifikan Terhadap Implementasi Good Governance.
Sikap berpengaruh positif dan signifikan Terhadap Implementasi Good Governance. E-Government
berpengaruh positif dan tidak signifikan Terhadap Implementasi Good Governance. Sistem
Pengendalian Internal Pemerintah berpengaruh positif dan tidak signifikan Terhadap Implementasi
Good Governance. Peran Konflik Intrapersonal tidak mampu memoderasi pengaruh Komitmen
Afektif Terhadap Implementasi Good Governance. Peran Konflik Intrapersonal memperlemah
Pengaruh Komitmen Kontinu Terhadap Implementasi Good Governance, Peran Konflik
Intrapersonal mampu memperkuat pengaruh Komitmen Normatif terhadap Implementasi Good
Governance. Peran Konflik Intrapersonal mampu memperlemah Pengaruh Kepemimpinan Etis
Terhadap Implementasi Good Governance. Peran Konflik Intrapersonal Tidak Mampu Memoderasi
Perilaku Kepemimpinan Transformasional Terhadap Implementasi Good Governance. Peran
Konflik Intrapersonal tidak mampu memoderasi Pengaruh Sikap Terhadap Implementasi Good
Governance. Peran Konflik Intrapersonal tidak mampu memoderasi Pengaruh E-Government
Terhadap Implementasi Good Governance. Peran Konflik Intrapersonal Mampu Memperkuat
