Analisis Ketersediaan Infrastruktur terhadap Disparitas Pembangunan di Kawasan Lingkar Luar Kota Medan

Abstract

The aim of the research was to analyze the correlation between the availability of infrastructure and the disparity of development at the subdistrict areas of Medan outer ring. The research used Williamson index method, typology analysis, correlation analysis, and regression analysis. The data comprised secondary data of 2008-2010taken from BPS and Bappeda Medan. The result of the research shows that there is the disparity of development in the subdistrict areas of Medan outer ring. The disparity is the high category. The availability of infrastructure at the subdistricts of Medan outer ring is lower than the availability of infrastructure in Medan. The availability of drinking water (PDAM) and electricity (PLN) had significant influence on the disparity of areas at the subdistricts of Medan outer ring. The regression coefficient value is negative which means that the more households are served by PDAM and PLN, the lower the disparity of areas at subdistricts of Medan outer ring.

Tujuan utama penelitian ini adalah untuk menganalisis keterkaitan antara ketersediaan infrastruktur dengan disparitas pembangunan antar wilayah kecamatan lingkar luar Kota Medan. Metode penelitian yang digunakan adalah indeks Williamson dan analisis tipologi daerah serta analisis korelasi dan analisis regresi. Data yang digunakan adalah data sekunder tahun 2008-2010 yang diperoleh dari BPS dan Bappeda Kota Medan. Hasil penelitian menunjukkan bahwa telah terjadi disparitas pembangunan di wilayah kecamatan lingkar luar Kota Medan. Kesenjangan yang terjadi termasuk kategori tinggi. Ketersediaan infrastruktur pada kecamatan lingkar luar Kota Medan lebih rendah dibandingkan dengan ketersediaan infrastruktur di Kota Medan. Ketersediaan air minum (PDAM) dan ketersediaan listrik (PLN) berpengaruh signifikan terhadap disparitas wilayah pada kecamatan lingkar luar Kota Medan. Nilai koefisien regresi adalah negative artinya semakin banyak rumah tangga yang terlayani PDAM dan PLN, maka disparitas wilayah pada kecamatan lingkar luar Kota Medan akan semakin menurun.
