Execution of environment Management during the time both for conducted by Central Govemment and also Local Government, realized and felt still not yet optimal. For example visible when happened the environment problem field frequently nol yet or ill defined side which must handle it. This happened caused by its ascription that mentioned of non its authority. Beside problem competence in environment management, often confronted also constraint - constraint like not yet formed of institute of management of area environment gone into effectly of UU No. 22 year 1999 about Area Governance giving competence to area to arrange and manage the local society importance according to initiative by pursuant to society aspiration as according to regulation perundang – invitation. In managing potency of nature resource owned the area, will generate the negative and positive impact to environment. If it is not managed well and real correct hence negativity impact which emerge the surface. Hence to anticipate this problem local government in environment management have to be childbearing policy - concrete policy matching with environment management. Problems raised in this research shall be as follows: What will be dimiciling Bapedalda of Regency of Deli Serdang in autonomous era area and how role, function and kewenangan Bapedalda Deli Serdang in environment management in Regency of Deli Serdang. Intention of this research is : To know domicile the Bapedalda of Regency of Deli Serdang in autonomous of area, and To know the role, function and competence Bapedalda Deli Serdang in environment management in Regency of Deli Serdang. This research have the character of descriptive, in meaning to portray about something matter in certain area and at the time of certain, that is about Role and Function of Environmental Impact Operation Body of Area ( BAPEDALDA) of Regency of Deli Serdang by depicting reality at the time of now, what the existence of by holding an interview with which have importance institute or institution of pursuant to visible fact. Dimiciling BAPEDALDA in autonomous area is not defined in the form of on duty or body but in PP No. 8 year 2003 about organization chart of governance in province, regency and town express the environment management in the form of on duty, according to result of analysis of environment management better in the form of body. Role And function BAPEDALDA not yet ambulatory in an optimal fashion, this matter because of some factor : (1) Competence BAPEDALDA as arranged by UU no. 22 year 1999 about Autonomy of Area and UU No. 23 year 1997 Environment Management less be coherent arrange about dimiciling, duty, function and also competence BAPEDALDA., ( 2) BAPEDALDA not yet had the competence in bringing an action against law expressly to acting perpetrator of collision of UUPLH year 1997 at Chapter IX of concerning crime rule. While existing competence only have the character of the koordinatif ( 3) The limited human resource exist in BAPEDALDA of Regency of Deli Serdang specially human resource which environmental qualified education, ( 4) Lack of understanding and society support of about existence BAPEDALDA. Specially which is concerning duty and function and also role BAPEDALDA in environmental management problem handling. Environment management better remain to be defended in the form of institution which is the in form of its management cause body will be more major the continuation of environment compared to on duty more majoring area eanings.
