The COVID-19 pandemic that has hit the world has brought various impacts both directly and indirectly to human life, including the achievement of human development in the State of Indonesia. This research is motivated by changes in health, education, and economic aspects. The Indonesian government uses the Human Development Index (HDI) as a parameter to measure the success rate in improving the welfare of its people. The purpose of this study is to analyze the differences or see a comparison between HDI in North Sumatra before and during the COVID-19 pandemic. The method used in this study was the Wilcoxon test. Using this method the author can compare two different data. The data used in this study are HDI component data, namely: Life Expectancy (AHH), Poverty Rate, School Length Expectations (HLS) and Average Length of Schooling (RLS) in 2018-2020 for 33 Regencies/Cities in North Sumatra as a sample. The results of the analysis of this study showed that the HDI component had a negative effect where the value for Life Expectancy (AHH) was -5.014 with a significance of 0.000, the poverty rate was -3,413 with a significance of 0.001, the Old School Expectation (HLS) was -5.016 with a significance of 0.000 and the Average Length of Schooling (RLS) was -5.014 with a significance of 0.000. Based on the hypothesis test, it was concluded that there were significant differences from the components of the Human Development Index (HDI) before and during the COVID-19 pandemic.en_US
