    Analisis Kesiapan Puskesmas dalam Implementasi Akreditasi di Kota Lhokseumawe Tahun 2015

    Abstract
    In the era of National Health Insurance (JKN) that had been applied since January l, 2014 where the Board of Social Insurance Implementer (BPJS) as the implementer obligated six Public Health Centres, PHC (Puskesmas) in the Kota Lhokseumawe to be able to meet the requirements of accredited status in order to qualify as BPJS partners which aims to ensure quality and to improve basic health services for people in their working area. Analysis of Implementation Accreditation Readiness Public Health Centre (PHC) In Kota Lhokseumawe of 201 5 conducted in six PHCs in the city of Lhokseumawe in order to assess the accreditation readiness of the PHCs. The aim of research is knowing about Administration and Management Health Center, Health Center Program, and Medical Services which that should meet standard guidelines for PHC Accreditation Assessment. Besides of that, it also to assess and know how the practice of policy implementation theory by George Edwards III regarding Communication, Resources, Disposition and Bureaucratic Structure. This study used a qualitative approach. Determination sources by using purposive sampling as many as 11 people. Data were obtained through interviews, observation and secondary data. The data obtained were processed by qualitative narrative. The process of data analysis was done by reducing the data (data reduction), presentation of data (data display) and a description of the data or conclusions verification (data conclusion drawing or verification). The results showed that the readyness for the implementation of the accreditation of 6 (six) PHCI in Lhokseumawe city is considered to be not ready yet because almost condition of PHC standard of Permenkes no. 7 5 year of 2014 is not yet fulfilled. Results of the primary data and secondary data was obtained that the readiness of PHCs was not good and convincing yet, especially from observation of real condition of the physical condition and health care, but regarding the dicipline of document filing and recording data of administration management is quite good. It is recommended that six of PHCs health center in the Kota Lhokseumawe soon to discuss and coordinate with the Health Department Office (Dinas) of Kota Lhokseumawe to make check list of anything that should be concerned for revamping and improvement primarily related infrastructure before the assessment of accreditation of PHCs begin, and it is also recommended that the six PHCs immediately formed a team of PHC Accreditation Responsible Action Plan (RKTL) to prepare of the accreditation assessment.
