Micro, Small and Medium Enterprises in North Tapanuli Regency are facing challenges that are of concern to the government and become a strategic issue in the midst of the global economy and the era of the COVID-19 pandemic, namely the low supply chain partnerships among MSME actors and with large companies. The low supply chain partnership is not yet known scientifically what factors cause it. Institutions or companies that implement supply chain management and are involved in supply chain partnerships get great benefits and profits such as the ability to produce more competitive products, more company acceptance, decreased levels of company waste, more resilience and able to compete in the business environment and turbulence. global economy. In this study, five variables were tested to determine what factors influence the supply chain partnership of MSMEs in North Tapanuli Regency, namely market orientation, mutual trust and dependence, top management support, entrepreneurship, and organizational credibility. This type of research is causal research with a quantitative approach. 254 MSMEs were researched using a questionnaire and then their responses were analyzed using the multiple regression analysis method. This study found that four variables that affect the low supply chain partnership are entrepreneurship, top management support, sharing and dependence, and organizational credibility. Furthermore, an alternative strategy is designed that needs to be implemented to strengthen MSME supply chain partnerships in North Tapanuli Regency, namely the establishment of a MSME supply chain partnership institution which is designed as a forum that bridges MSMEs into the supply chain system with a plasma core partnership pattern for MSME actors by applying digital technology to into the B2C (Business to Customer) platform.
