The importance of non-green open spaces in cities is summarized in the Minister of
Public Works Regulation No. 12/PRT/M/2009 dated June 24, 2009 concerning
Guidelines for the Provision and Utilization of Non-Green Open Spaces in
Cities/Urban Areas. RTNH as a socio-cultural function, namely (1) As a place for
community activities and creativity in carrying out social, cultural and community activities; (2) As a characteristic of the city that expresses social and cultural
expressions; (3) As a forum for community social interaction; (4) As a forum for carrying out sports and recreational activities for the community; 5) As research, training, and learning materials for the community. Non-green open space has an important role to represent the social routines of residents in residential areas. Based on a theoretical study of the importance of RTNH in urban and residential areas, it becomes a reference for analyzing the use of RTNH in the residential area of
Perumnas Martubung, Medan City. Perumnas Martbung is the Government housing estate with the largest land area and the construction process is still ongoing to meet
the housing needs of people with low incomes. This study uses a qualitative
descriptive method to analyze the use of RTNH in the residential area of Perumnas Martubung Medan whether it is in accordance with applicable regulations and
provisions. Currently, the use of RTNH based on its main function in the residential
area of Perumnas Martubung Medan is not in accordance with related regulations.
The available RTNH is not utilized properly based on its main function and not a few
have switched functions indirectly due to (1) Lack of supervision from the management of Perumnas Martbung I Medan on non-green open space (RTNH) so
that its utilization by the community is not in accordance with its main function.
according to applicable regulations; (2) The lack of attention from the Medan City Government in managing the Artificial Lake so that it is not utilized according to its
function causes a significant decrease in the quality of settlements so this research needs to be done.
