Employee performance measurement needs to be done because it will help the company in realizing the company's vision, mission, and goals. During the measurement of employee performance, PDAM Tirtanadi still focuses on the financial aspect and based on a preliminary questionnaire, employee performance is in the poor category. So this study aims to design an employee performance measurement system with the Human Resource Scorecard (HRSc) approach into 4 perspectives, namely finance, employees, internal business processes, and growth. From the results of the four perspectives design, 16 indicators and 18 key performance indicators (KPI) were obtained. Based on the results of measuring employee performance using the Likert scale method and questionnaire in each perspective, the measurement value is 3.188 with a less category. From these results, recommendations for performance improvement based on the Analytical Hierachy Process (AHP) result in a priority order for improvements that need to be considered by the company
