| dc.description.abstract | Decentralization is the derivative term of Local Autonomy. According to Dictionary of Bahasa Indonesia, local autonomy means the rights, authorities and obligations to arrange and to manage its own household based on the legal rules of law. This basic concept is very necessary in development which bases on region. Therefore, by making the governance closer with the society, that the social preference, potency and the problems can be aggregated and solved together in partnership way in the more accountable governance. However in public policy study, it is difficult to design a good policy, even it is more difficult in its implementation. Because in the policy implementation, it will face the various problems of local government and social readiness empirically. This study has purposes to research and analyze the influence of decentralization towards the coastal community development which includes how is the apparatus and governmental bureaucracy and the social readiness; to research and to analyze the implementation of decentralization policy and the method of participatory planning development and community empowerment. The result of regression analysis show that empirically, the development of bureaucracy readiness indicates the negative influence in community development, at level of confidence : 95 %. This indicates that the adaptation requirement of the bureaucracy towards the development which is followed by the change of mind set bureaucratic in word looking becomes out word looking based on community and locality. And also the influence of policy decentralization with the apparatus readiness, based on this analysis show that it has not influenced significantly towards the development. This reality, can be supposed as the concequency of mind set bureacratic behavior which is still strong in local government level. In this case the community is placed only as the object which has to receive and follow the government decisions and policies. The apparatus still use the safe approach priority rather than to improve their service performance. From the path analysis shows that there is a strengthening of local government role in the coastal region community development which must develop and apply good governance approach, participatory planning, community empowerment and also always keep the proportional relationship with the central government. | en_US |
