dc.description.abstract | Law number 32 year 2004 that is becoming the basic principle for city or
regency to implement more autonomy in their governmental management needs to be
followed up by the Organizational section by preparing and making policies of
organizational management and carrying out position analysis in the City
Government as well as fonnulating policies that facilitate any organizational
management in the scope of City Government as it is directed by the valid laws. In
carrying out these duty and function, the Sub Organizational Section and aragement
System has to be able perfonn optimal works in giving services to the public as it is
highly demanded in the era of local autonomy.
This research was taken place in the Organiz.ational Section of City
Secretariat of Kota Lhokseumawe. Its ends are to analyze the performance of the
Organizational Sub Organizational Section and aragement System, at the same time,
to identify the existing influencing factors by using the theory of performance
approach.
The research method used by the writer here is a descriptive research method
where data are collected from documentations and indepth interviews. The writer has
the Chair of the Organiz.ational Section, his deputies, staffs at the office, the chief of
the Employee Mutation Section of City Secretariat of Kota Lhokseumawe, and an
employee ofBadan Pengawas Kota (the City's Watch) as the informants.
From the analysis and interpretation made based on the found data, it can be
concluded that the perfonnance of the Sub Organizational Section and aragement
System in this era of autonomy is still low. This happens because of the lack of
professionalism of the city's employees and the inefficiency of the existing
organiz.ational structure.
In order to improve the performance of the Sub Organizational Section and
aragement System City Secretariat of Kota Lhokseumawe, it is strongly suggested
that this Section makes some real efforts and optimizes its works in accordance with
duty and function - not just by making out abstract ideas or statements.
To materialize this end, the employees must be more professional and
capable. Here, what we need is more chances for those employees to get better
education and training, as their works demands it. Beside that, we need more
discipline employees. There should be about the responsibility of the authority for
every employee in duty and function. The now existing structure needs to be
improved by making good job description and distribution, clear command line from
the boss to the employees, and well-coordinated relationship with the Employees'
Section, the City Watch, as well as the City Government. | en_US |
dc.description.abstract | Undang-Undang Nomor 32 Tahun 2004 sebagai landasan bagi daerah
kabupaten/kota untuk lebih otonomi clalam pelaksanaan pemerintahan perlu
ditindaklanjuti oleh Bagian Organisasi, yaitu menyiapkan kebijakan penataan
organisasi ketatalaksanaan dan analisis jabatan di lingkungan Pemerintah Kota serta
merumuskan kebijakan. fasilitasi pelaksanaan penataan organisasi Pemerintah Kota
berdasarkan peraturan perundang-undangan yang berlaku. Dalam pelaksanaan tugas
dan fungsinya Bagian Organisasi dan Hukum dituntut agar dapat melaksanakan
kinerja secara optimal demi pelayananan yang baik terhadap masyarakat sesuai
tuntutan masyarakat pada era otonomi.
Penelitian ini dilakukan di Sub Bagian Organisasi dan Tata Laksana
Sekretariat Kota Lhokseumawe, dengan tujuan menganalisis kinerja Bagian
Organisasi dan Hukum serta mengidentifikasi faktor-faktor yang mempengaruhinya,
melalui pendekatan teori kinerja.
Metode penelitian yang penulis gunakan adalah metode penelitian deskriptif,
dengan teknik dokumentasi dan wawancara . Sebagai informan dalam memperoleh
data adalah Kepala Bagian Organisasi beserta para Kasubbag, juga para staf. Berikut
Kasubbag Mutasi Bagian Kepegawaian Sekretariat Kota Lhokseumawe. Kemudian
seorang Pegawai Badan Pengawas Kota.
Dari hasil analisis dan interpretasi data ditemukan bahwa Kinerja Sub Bagian
Organisasi dan Tata Laksana Sekretartiat Kota Lhokseumawe pada Era Otonomi
masih rendah. Rendahnya kinerja tersebut dipengaruhi faktor • profesionalisme
pegawai yang masih rendah serta struktur organisasi yang masih rendah atau dapat
dikatakan belum berjalan dengan baik.
Untuk peningkatan kinerja Sub Bagian Organisasi dan Tata Laksana
Sekretariat Kota Lhokseumawe clalam era otonomi, maka disarankan : agar berusaha
mengoptimalkan tugas-tugas yang diembannya melalui pelaksanaan programprogram
kerja secara nyata berupa kegiatan sesuai sesuai dengan tugas dan fungsi,
bukan hanya sekedar ide belaka.
Hal tersebut perlu didukung oleh tenaga pegawai yang profesional, yaitu
haruslah ada peningkatan pendidikan dan latihan pegawai ke arah yang lebih
menunjang clalam bidang pekerjaannya Di samping itu perlu pula peningk:atan
disiplin pegawai . Harus ada tanggung jawab dari kewenangan bagi setiap pegawai
clalam melaksanakan tugas dan fungsinya Perlu pula diperbaiki struktur yang ada
melalui pembagian tugas secara jelas dan pemberian wewenang dari atasan kepada
bawahan secara tegas dan jelas, juga perlu peningk:atan koordinasi dengan Bagian
Kepegawaian , Badan Pengawas Kota serta koordinasi dari Pemko Lhokseumawe
