dc.description.abstractThe budget constraint in managing the condition of the pavement causes the government to compile a priority ranking of the roads to be handled. Each decision-maker has a different assessment for each criterion that is considered in determining road priorities. These problems require a common perception of decision-makers in determining road preservation priorities. Priority determination with more than one criteria can be done using Multi-Criteria Decision Making (MCDM) analysis. Furthermore, the alternative methods of MCDM analysis that are commonly used are the Analytic Hierarchy Process (AHP) and the Analytic Network Process (ANP). This research tries to get priority in handling Bts. Tapteng/Tapsel – Batang Toru – Bts. Kota Sidempuan road segment uses the AHP and ANP methods. The criteria used are traffic volume, traffic load, level of road damage, government policies, handling costs, and area development. The segmentation of the road segment is applied in this study into 9 sub-sections to obtain a uniform alternative length of the road. The results showed that there were differences in the weight of the criteria but had the same priority order. The most influential criteria in road handling using the AHP method are traffic volume (0.330), followed by traffic load (0.221), policies (0.151), costs (0.144), road conditions (0.111), and area development (0.041). Meanwhile, in the ANP method, the criteria with the largest weight are traffic volume (0.268), followed by traffic load (0.185), policies (0.167), costs (0.166), road conditions (0.137), and area development (0.077). The results of the two methods also show the priority of road handling sections which tend to be different. The results of the ANP method are expected to be a more objective priority due to the consideration of feedback on the elements and clusters themselves.en_US
