dc.description.abstractA road plays an important role, especially in supporting the economic, social, cultural and environmental facilities, including defense and security. The role of the roads becomes since 90% of the land transportation uses road facilities. The decentraliz_afi_on of roads has caused the local government to attempt to facilitate roads as optimum as possible with the limited amount of budget. However, the provision of road facilities is not evenly distributed since of 113 provincial roads in Sumatera Utara Province, 7 5 of them are not taken care of properly. The aim of this research was to analyze the determination of handling priority of the provincial road in Sumatera Utara Province by using AHP (Analytical Hierarchy Process) method with comparative factors of the road condition, the traffic volumes, and the handling cost so that the result can be compared with the government's priorities. The results of the questionnaires of five respondents from The Roads and Bridge Department of Sumatera Utara Province showed that the handling cost was the most significant criterion which should be considered; it was 61.33%. Meanwhile, the criterion of the road conditions was 22.66%, and the criterion of traffic volumes was 16.01 %. The analysis of the AHP method which brought about 7 5 roads then compared with the government's priorities, 12 roads which had the highest Wf!ight had some differences. The traffic volume (AADT) which was handled by the government was lower than that which was handled by the AHP method although the handling cost of the government was higher than that which was handled by the AHP method The handling cost was higher because the roads which had been handled by the government were much longer; but, they were not the first priority according to the AHP method. The government's priority roads which are not in good condition are 17.48% longer than those of the AHP priority. The handling cost of the roads with the AHP priority is 17.32% lower than that of the government's priority; whereas,for the number of the traffic volumes, the road with the AHP priority is 88.01% larger than that of the government's priority.en_US
dc.description.abstractJalan mempunyai peranan penting terutama dalam mendukung bidang ekonomi, sosial dan budaya, lingkungan serta pertahanan keamanan. Peranan jalan bertambah penting dengan masih bertumpunya 90% transportasi darat pada transportasijalan. Jalan yang didesentralisasikan membuat pemerintah daerah harus mengupayakan pengelolaan jalan seoptimal mungkin dengan dana yang terbatas. Namun penanganan jalan masih belum merata karena dari 113 ruas jalan provinsi di Provinsi Sumatera Utara, terdapat 75 ruas jalan yang tidak diberi penanganan sesuai dengan kondisinya. Tujuan penelitian ini adalah untuk menganalisis penentuan prioritas penanganan jalan pada jalan provinsi di Provinsi Sumatera Utara menggunakan metode AHP (Analytical Hierarchy Process) dengan faktor pembanding kondisi jalan, volume lalu lintas dan biaya penanganan yang hasilnya akan dibandingkan dengan prioritas pemerintah. Hasil kuisioner pada 5 responden dari Dinas Jalan dan Jembatan Provinsi Sumatera Utara menunjukkan bahwa biaya penanganan merupakan kriteria yang paling dipertimbangkan yaitu sebesar 61.33%, sedangkan kriteria kondisijalan sebesar 22.66% dan kriteria volume lalu lintas sebesar 16.01 %. Analisis dengan Metode AHP yang menghasilkan urutan 75 ruas jalan yang menjadi prioritas k:emudian dibandingk:an dengan prioritas pemerintah, dari 12 ruas jalan yang mempunyai bobot tertinggi terdapat beberapa perbedaan. Volume lalu lintas (LHR) yang ditangani pemerintah lebih rendah dari yang ditangani dengan metode AHP walaupun menggunakan biaya penanganan yang lebih besar dari metode AHP. Biaya penanganan ini menjadi lebih besar karena ruas jalan yang ditangani pemerintah lebih panjang, namun bukan merupakan prioritas yang utama menurut metode AHP. Ruas jalan prioritas pemerintah dengan- kondisi · tidak mantap lebih panjang 17,48% dibandingkan ruas jalan prioritas AHP. Jika ditinjau berdasarkan biaya penanganan ruas jalan dengan prioritas AHP lebih murah 17,32% dari prioritas pemerintah. Sedangkan untuk jumlah volume lalu lintas, ruas jalan dengan metode AHP lebih besar 88,01 % dibandingkan berdasarkan pemerintah.en_US
