dc.description.abstractEfficient and qualified transportation network infrastructure will increase productivity and facilitate the movement of goods transportation through the lowering of transportation cost. Road transportation is very important for the life of the people, the Nation, and the State. It has important and strategic position in the development, especially in regional development, referring to RTIRW of Nias District in the period of 2014-2034 as the development plan for Cultivation Area and Strategic Area. Development acceleration of a certain area is ilifluenced by the smoothness of transportation which, in turn, is influenced by road condition; therefore, the government should handle stretches of road, especially the strategic roads. However, since the government, especially Nias District Administration, has limited funds, priority scale in handling roads, especially 9 stretches of road which pass strategic area, is highly needed The objective of the research was to find out the criteria which should be considered and to compare between Analytic Hierarchy Process (AHP) method and Analytic Network Process (ANP) method in determining the priority in handling strategic stretches of road on regional development in Nias District. The result of written interviews showed that there were jive criteria as the comparing factors such as accessibility, area connectivity, travel accommodation, road condition, and strategic regional development. The result of the questionnaires, distributed to seven respondents from Bappeda, Civil Work and Layout Service, Housing, and Sanitary of Nias District which were analyzed by using Software Super Decision showed that there was the distinction in weighing the criteria. There were two criteria in AHP method which were very important: area connectivity (32.49%) and accessibility (32.44%) because there was no significant difference between the two of them, while accessibility was the criteria which has the most dominant influence in ANP method (30.87%). The difference between the two methods did not indicate the difference in the sequence of priority and produced 9 stretches of road which became the handling priority.en_US
dc.description.abstractPrasarana jaringan transportasi yang efisien clan berkualitas tinggi akan meningkatkan produktivitas clan memudahkan pergerakan angkutan barang melalui penurunan biaya transportasi. Transportasi jalan merupakan urat nadi dalam kehidupan masyarakat, bangsa dan negara menduduki posisi penting yang strategis di dalam kegiatan pembangunan terutama untuk pembangunan pengembangan wilayah. Merujuk pada RTRW Kabupaten Nias Tahun 2014-2034, yaitu rencana pengembangan Kawasan Budidaya dan Kawasan Strategis. Untuk melakukan percepatan pengembangan suatu wilayah/kawasan dipengaruhi oleh kelancaran transportasi, dimana kelancaran transportasi tersebut dipengaruhi oleh kondisi jalan. Untuk itu pemerintah sangat perlu melakukan penanganan ruas jalan, khususnya jalan-jalan yang bersifat strategis. Namun keterbatasan biaya yang dimiliki oleh Pemerintah, khususnya Pemerintah Kabupaten Nias, menyebabkan perlunya skala prioritas penanganan jalan terutama 9 ruas jalan-jalan yang melewati kawasan strategis. Tujuan penelitian ini mengetahui kriteria yang perlu dipertimbangkan serta melakukan perbandingan antara metode Analytic Hierarchy Process (ARP) dengan metode Analytic Network Process (ANP) dalam menentukan prioritas penanganan ruas jalan strategis terhadap pengembangan wilayah di Kabupaten Nias. Hasil wawancara secara tertulis diketahui bahwa terdapat 5 kriteria sebagai faktor pembanding antara lain aksesibilitas, konektifitas wilayah, akomodasi kebutuhan perjalanan, kondisi jalan dan pengembangan kawasan strategis. Hasil kuisioner yang disebarkan pada 7 responden dari Bappeda Kabupaten Nias, Dinas Pekerjaan Umum clan Dinas Tata Ruang, Perumahan dan Kebersihan Kabupaten Nias dilakukan analisis dengan menggunakan Software Super Decision menunjukkan adanya perbedaan pembobotan kriteria. Pada metode ARP terdapat 2 kriteria yang sangat penting yaitu konektifitas wilayah sebesar 32,49% clan aksesibilitas sebesar 32,44% dikarenakan tidak terdapat perbedaan yang signifikan diantara keduanya Seclangkan pada metode ANP aksesibilitas merupakan kriteria yang sangat berpengaruh sebesar 30,87%. Selanjutnya perbandingan kedua metode tidak menunjukkan perbedaan urutan prioritas dan menghasilkan 9 ruas jalan yang menjadi prioritas penanganan.en_US
