Road maintenance activities have an important role in maintaining road conditions to continue to function to serve traffic, extend road service life, and ensure traffic safety. Road preservation management is necessary to achieve quality, timely and cost-effective works. One of the road maintenance activities that affect the success of the work is the capacity and capability of the contractor. Contractor performance appraisal evaluation is the process of measuring, analyzing and managing provider performance with the aim of reducing costs, reducing risk, and driving increased value and sustainable operations. This study tries to evaluate the contractor's performance on road preservation work based on road performance indicators using the Analytic Hierarchy Process (AHP) method. Other factors that affect the performance of contractors such as the performance of technical resources, safety performance, financial stability, and past performance are also considered. The research location will be focused on Simpang Kawat – Aek Kanopan – Rantau Prapat – Bts. Riau Province with the consideration that the road is a national road which is the main access for the eastern corridor of North Sumatra Province. The results of the AHP analysis show that the criteria that have the most influence on the performance of road preservation contractors are road performance indicators (0.289), technical resource performance (0.251), safety performance (0.203), financial stability (0.135), and past performance (0.122). The performance of road preservation contractors based on several criteria that have been reviewed obtained a performance score of 2,858 for contractor 1 and 2,932 for contractor 2 with good predicate (2 to 3).
