Supervision conducted by the Regional House of Representatives, one of
which is the performance of the regional government apparatuses, namely by
supervising the Regional/Regency Revenue and Expenditure Budget that has been
established and run by the regional government apparatus. As one of the areas studied
is the East Aceh regional government in Aceh Province.
Based on the background description above, the following problems can be
formulated in this study: 1. What is the position of the Regional Representative
Council in the structure of the East Aceh Regional Government? 2. What is the form
of supervision in terms of preventing the occurrence of irregularities in the use of
regional budgets carried out by the East Aceh Regional Government apparatus? 3.
What is the effectiveness of the supervision carried out by the East Aceh Regional
House of Representatives in the governance of a clean and corruption-free Regional
Government?
The research method used in this study is a type of normative legal research,
which is supported by primary and secondary data sources, as well as a qualitative
analysis.
The results of the research and discussion are that the position of the Regional
People's Representative Council in the structure of the Regional Government of East
Aceh is as a representative body of the people in the region, and at the same time as
an element of regional government. The form of supervision in terms of preventing
the occurrence of irregularities in the use of local budgets by setting targets and
standards for supervision related to concrete matters such as monitoring and
observing the implementation of projects carried out in one fiscal year, and further
responding to public complaints against irregularities use of local budgets. Oversight
by the East Aceh Regional House of Representatives in governance that is clean and
free of corruption is not yet effective due to time constraints and because besides
overseeing activities in the field it also serves the community.
The position of the Regional House of Representatives is not only as a
regional government partner in terms of legalizing legislation, especially its position
must be strengthened regarding supervision of regional financial management by
regional governments, where the source of irregularities committed by the regional
government apparatus especially against corruption which occurred was very much
centered on the misappropriation of regional finances.
